DAVAO CITY, June 25 (PIA) - The city’s top cop bared that there is a reduction of 55 percent in the criminal incidents in the city from March 16 to June 20 compared to the same period in 2019.

Police Colonel Kirby John Kraft, director of the Davao City Police Office revealed that crime incidents reduced from January to June in 2020 only at 190 compared to the same period at 431 incidents in 2019.

He explained these figures reflect on their assessment of the eight focused crimes ranging from rape, homicide, physical injuries, murder, theft, robbery to carnapping.

Kraft said that the quarantine guidelines were easier to implement during the Enhanced Community Quarantine because of the limited number of people allowed to roam around.

He stressed that while the GCQ may be a reprieve in the economy with many people allowed to go out, the police deter the occurrence of crime incidents through visibility.

“Police visibility is more enhanced with the implementation of the community quarantine protocols.  With the greater number of policemen on the streets, no one attempts to commit a crime,” Kraft said.

He also observed that it will be a challenge when the city shifts further to modified general community quarantine.

“Luckily, no street crimes happen in Davao City unlike in other areas where robbery is widespread.”

Kraft also said there were 20 violence incidents against women and children reported from March 16 to June 20, 2020.

“Out of these incidents, 80 percent was considered solved with the filing of cases against the perpetrators while 100 percent cleared, meaning all the perpetrators are identified,” he said.

Kraft described that 14 out of the twenty rape victims were minors, while the six others were of legal age.

He said most of the cases was incest in nature where the rape happened inside the victims’ residence and the perpetrators were related to the victims.

“Many of the suspects were under the influence of liquor, while others committed the rape by threat and intimidation.  There were cases where parents were responsible for the crime,” Kraft said.

He also observed that these incidents happened in the rural areas where shanties have no divisions.

Kraft ordered his men to maximize their presence even in rural areas and educate the children on malicious touching which is already considered a crime.

However, he underscored that there is no relation between the implementation of the quarantine protocols to the alleged increase in the incidents of abuse or violence against women and children.

Kraft said there were 43 rape incidents from January to June 2020, compared to the same period from January to June 2019 at 72 incidents. 

“There was a reduction of 40 percent or equivalent to 29 rape incidents in comparing the figures in 2020 and 2019,” he said.  (PIA XI-Joey Sem G. Dalumpines)
