Quirino creates Balik Probinsya Task Force

CABARROGUIS, Quirino, June 5 (PIA)—Governor Dakila Carlo E. Cua recently issued Executive order No. 17, series of 2020 institutionalizing the Balik Probinsya Bagong Pag-asa Program (BPBPP) as a pillar of balanced regional development and creating the province of Quirino Balik Probinsya Bagong Pag-asa Task Force.

Under the said executive order, it was stated that the BPBPP, is much-welcome strategic decision of the national government to promote rural development and ensure inclusive growth in the countryside.

“The Provincial Government of Quirino fully supports this program that will accelerate economic activity and induce income generation, where rural communities would have the needed infrastructural economic stimulus to thrive,” the EO stated.

Also, it was stated that the BPBPP is a bold step but an essential aspiration that will require attention to be focused anew in investing in rural communities, a plan that puts on a path towards genuine countryside development and is very much in keeping with the thrusts of the President to build a strong and resilient economy.

The task force composed of the provincial and municipal chief executives, chiefs of local government offices and some national agencies is tasked to formulate the guidelines necessary to implement the executive order, including the BP2 program framework.

The task force also include : provide overall direction in the implementation of the BP2 program; approve or modify key areas and components of the BP2 Program, as well as ensure compliance with national issuances; develop a strategic communication plan to educate the people and advocate for supportive policies; engage, consult and coordinate with the national government in the formulation of policies, and implementation of the components of BP2 program what will allow resource-sharing arrangements through, among others, co-financing mechanisms with development partners; create sub-groups, technical working groups or committees; adopt mechanism, such as but not limited to an online platform, and establishment of BP2 desks in all offices of member agencies, to facilitate accessibility to the public, enhance monitoring of implementation, and ascertain the compliance of beneficiaries; and perform other tasks as the chairperson may direct.

The amount necessary for the implementation of the said executive order shall be charged against sources to be identified, subject to existing budgeting, accounting and auditing laws, rules and regulations. “To the extent permitted by the law, the provincial government of Quirino is hereby authorized to realign items in their respective appropriations to fund PPAs approved as part of the BP2 program. Funding requirements for the succeeding years shall be included in the budget,” the EO stated. (MDCT/TCB/PIA 2-Quirino)
