5 Iloilo City village officials, employees sued for SAP 'anomalies'

ILOILO CITY, Aug. 14 (PIA) - - Five barangay officials and employees in this city are now facing two criminal charges for alleged anomalies in the distribution of the Social Amelioration Program (SAP) emergency assistance funds, according to the Criminal Investigation and Detection Group (CIDG) Regional Field Unit 6.  

On August 11, CIDG Iloilo City filed the cases for violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act and RA 11469 or the Bayanihan to Heal As One Act against Brgy Chairman Nelson Muñoz, Barangay Kagawad John Rey L. Padilla, Barangay Kagawad Nestor Muñoz, Barangay Secretary Mary Jean A Ma-at and Barangay Treasurer, Jing-jing Salbino, all of Brgy. Salvacion Habog-Habog, Molo, Iloilo City.

The case stemmed from a report received by CIDG Iloilo City from a civilian informant regarding some anomalies during SAP cash distribution in the said barangay.

Investigation conducted by the team through interviews conducted with 6 complainants revealed that respondents connived and confederated with each other and committed the illegal acts by exercising their powers as elected barangay officials and appointed barangay employees in the selection of the applicants of the SAP that resulted in the inclusion of individuals who are not qualified as beneficiaries which was contrary to the guidelines issued by the Department of Social Welfare and Development.

CIDG RFU 6 said administrative case for violation of R.A. 6713 (Code of Ethical Standard of Public Official) will also be referred to the Office of the Ombudsman against the five barangay officials and employees .
