COMELEC Cam Norte gears up voters registration resumption on Sept.1

DAET, Camarines Norte, Aug. 28 (PIA) –The Commissions on Elections (COMELEC) here tackled preparations for the resumption of voters registration this coming September 1 with the implementation of protocols amid COVID-19 pandemic.

During discussions via Zoom for the radio program “Talakayan sa PIA” over DWCN-FM held recently of the COMELEC Speakers Bureau headed by Daet Election Officer Atty. Francis D. Nieves, the resumption of voters registration is stipulated in their Resolution No. 10674 promulgated Aug. 12 this year.

The said resolution states the protocols on the conduct of the system of continuing registration of voters, institutionalizing the health and safety standards under the new normal.

He said that resumption of voters registration shall commence on Sept. 1, 2020 until Sept. 30, 2021, Tuesday to Saturday from 8:00am to 3:00 pm including holidays at the Office of the Election Officer (OEO) per municipality.

Satellite registration at the barangay will only be possible if there is no suspect of COVID-19 for the past 14 days, but there is a need to coordinate with the barangay and local health officials.

Nieves said those individuals who will turn 18 years old on or before May 9, 2022 are qualified to register.  All registrants should bring valid Identification Card (ID) or may bring an individual who is a voter in their precinct.

The COMELEC will implement "no face mask and shield no registration", utilization of at least 70% alcohol and checking of body temperature prior to access inside the OEO.

Other protocols will also strictly be implemented such as using glass or plastic sheet barriers, footbath and hand sanitation, and markings on the floor, hallways, chairs with one-meter distancing, among others.

Meanwhile, Vinzons Election Officer Rommel R. Pajarin said that the registrants who has a body temperature of 37.7 Celsius and below will be allowed to enter the OEO and will be provided with “Coronavirus Self-Declaration Form”, while those who are not feeling well or with symptoms are discouraged from transacting.

Pajarin also said that he coordinated with the Liga ng mga Barangay in his area and conducts regular information dissemination through his weekly radio program over DWNF-FM community station of LGU-Vinzons.

On the other hand, Jose Panganiban Election Officer Juvy R. Juan said that based from the past experiences in her area of concern, satellite registration were successfully conducted especially in the far flung barangays and these resulted to more turn out of voter registrants.

For the coming voters registration, she had coordinated with agencies and will convene a meeting with the punong barangays in the municipality.

The COMELEC will also provide express lane for the vulnerable sectors like senior citizens, Persons with Disabilities (PWDs), pregnant women, and youth, among others, Labo Election Officer Virgilio G. Vera said.

He added that information drive about the protocols for the voters registration is being conducted through the LGU-Labo’s community radio station DWLB-FM.

“All the preparations are in place for the upcoming voters registration under the new normal wherein I will implement three (3) registrants inside OEO to observe social distancing and other health protocols”, Basud Election Officer Annely R. Abanes said.

Abanes elaborated that information drive through distribution of copies of the COMELEC Res. No. 10674   to Association of Barangay Captain (ABC), and Sanguniang Kabataan (SK), among others was conducted.

Paracale Election Officer Ma. Milagros S. de Dios, on the other hand, urged registrants to bring their own pen and alcohol not only for their own safety but for others, too, due to rising COVID-19 cases.

The COMELEC also advised not only new voter registrants but also those who may opt to correct names, birthdate and transfer of voter's registration to do this within the year to avoid the rush at the end of voters registration schedule.
