DAVAO DEL NORTE, Oct 19 (PIA) – The Department of Agriculture (DA), the Provincial and Local Government Units, and the Farm Cooperative Associations are set to get into a “tripartite” arrangement with each other to ensure maintenance of post-harvest facilities.
Department of Agriculture (DA) Secretary William Dar revealed such arrangement during his guesting with Gov. Edwin I. Jubahib on Secretary Martin Andanar’s Network Briefing News today.
“Ang nakikita po natin na arrangement po is yung tripartite; mayroon paring FCA or farmers cooperative association in partnership with the local government unit with the department of agriculture para sa ganun yung mga potential problem like maintaining it, will be properly handled (The arrangement we’re seeing [to implement] is a tripartite. There will be Farmers Cooperative Association (FCA) in partnership with the Local Government Unit (LGU) with the Department of Agriculture (DA) so that potential problems like maintaining it [the post-harvest equipments] will be properly handled),” he said.
Dar’s statement was in response to Gov. Jubahib’s concern about the DA’s provision of post-harvest equipment to the cooperatives.
According to the Governor, the cooperatives do not have the resources to do maintenance on the equipment which resulted in the equipment eventually breaking and becoming non-functional.
“Yung pagbibigay po natin ng post-harvest facility po doon sa ating mga cooperatiba…sa nakikita ko po marami pong mga previous equipment galing sa Department of Agriculture na hindi po nagtagal. Sa ngayon po ay sira na po. Dahil po sa kawalan ng facility to repair at wala pong talagang management na maibigay doon po sa equipment (The provision of post-harvest facility to the cooperatives…from what I see, a lot of the previous equipment from the Department of Agriculture did not last long. They are broken as of now. It’s because of the lackluster facility to repair and there really is no management given to the equipment),” he raised.
As such, Jubahib suggested to Dar to involve the provincial government since it has the capability to make sure the equipment are taken care of.
“Kung pwede po gawin nating localized ang support natin sa agrikultura through our provincial government at LGU kasi po meron tayong facility to repair to handle sa lahat ng equipment at mayroon po tayong manpower to manage…para po sa ganun ay masulit po natin yung mga services natin sa ating mga local farmers (If possible, I suggest we localize our support in agriculture through our provincial government and LGU because we have the facility to repair, to handle all the equipment and we have the manpower to manage…so that we can maximize our services to the local farmers),” he suggested.
Sec. Dar agreed and revealed the tripartite arrangement to resolve the issue where its memorandum of agreement will state the role of each party involved.
“Doon sa memo of agreement, doon natin titingnan kung ano po yung mga responsibilidad bawat grupo (In the memo of agreement, we can see the responsibility of each group) It’s a win-win arrangement and it’s a long-term arrangement,” Dar said. (Jan Vincent Leuterio, PIA-XI)
