DOLE-7 releases almost P7.6-M for 3,522 TUPAD beneficiaries

CEBU CITY, Dec. 4 (PIA) -- The Department of Labor and Employment (DOLE-7) disbursed almost P7.6-M for 3,522 beneficiaries in Central Visayas under the Tulong Panghanapbuhay para sa Ating Disadvantaged/Displaced Workers or (TUPAD).

During the recent Dagyaw 2020 in Cebu City, DOLE-7 Supervising Labor and Employment Officer Ma. Teresa Tanquiamco said Department Order No. 219, series of 2020 mandates the provision of financial assistance to affected workers or displaced workers in the informal sector regardless of the type employment due to the COVID-19 Pandemic.

Tanquiamco added that TUPAD shall be availed of by informal sector workers, self-employed with elementary occupations, and unpaid family workers.

DOLE-7 Regional Director Salome Siaton said that as of Nov. 19, 2020, the disbursed funds covered the salaries and wages of beneficiaries working in the different provinces of the region amounting to P7,184,880 and their Group Personal Accident Insurance coverage with the GSIS in the amount of P368,816.

These beneficiaries have to work four hours a day for 14 days for any of the following: delivery of essential goods and services; packing of relief goods and other related tasks assigned by the LGUs; preparations, designs, dissemination, posting of information and educational materials especially in the rural areas; transport services in setting up of mobile markets; and disinfection/sanitation of community and other public facilities.

“The amount we recently disbursed covered the beneficiaries’ salaries for the first five days of their 14-day work period. The remaining nine days will be paid after their work is done,” said Siaton.

The DOLE-7 regional director said some of the beneficiaries have already claimed their salaries as the DOLE-7 ensured to support the commitment of Labor Secretary Silvestre Bello to start releasing TUPAD salaries by Nov. 15, 2020.

For the entire duration of their work, beneficiaries are paid P5,656 or P404 per day.

In Siquijor, 177 workers benefited while 65 workers were covered in Bohol.

Cebu Province has 1,882 worker-beneficiaries and 397 in Negros Oriental.

The tri-cities in Cebu have collectively tallied 1,001 beneficiaries, with Mandaue City recording 801 beneficiaries and Cebu City with 200.

The workers’ wages were claimed at DOLE’s partner money remittance centers.

“The TUPAD program is DOLE’s contribution to the government’s pursuit of a whole-of-nation approach in the implementation of recovery and rehabilitation measures to cushion the pandemic’s impact on the economy and society under Bayanihan 2,” added Siaton.

TUPAD prioritizes workers in the informal sector affected by the pandemic who applied on or before April 30, 2020, but were not assisted under the TUPAD Barangay Ko, Bahay Ko (#BKBK) Disinfection/Sanitation Project and TUPAD as post-enhanced community quarantine (ECQ)-intervention.

The primary requirements for TUPAD applications are the following: letter of intent; TUPAD Work Program; Summary List of Beneficiaries; and the Contract of Service between the DOLE and the TUPAD workers.
