The House of Representatives Committee on Basic Education and Culture has approved the bill that amends the K to 12 education program introduced by then President Benigno S. Aquino III.
The committee, chaired by Pasig Rep. Roman Romulo, passed the amendatory measure providing for the “K+10+2” education program, which is designed to replace the existing K to 12 program.
Romulo’s panel approved an unnumbered substitute bill that amends Republic Act 10533, which institutionalized the K to 12 program espoused by then Education Secretary Armin Luistro, former president of De La Salle University.
The program added two years to basic education—Grades 11 and 12 of Senior High School (SHS). RA 10533 aimed at preparing students to become globally competitive, ready for college education, and to be easily employable.
The mother bill of the measure, HB 7893, provides for a K+10 +2 program covering compulsory Kindergarten and 10 years of basic education with, for those seeking to proceed to professional degree studies such as accounting, engineering, law, medicine, an additional two years of post-secondary, pre-university education
Romulo noted that of the 3.8 million enrolled SHS students, 30 to 60 percent are under the Technical-Vocational Livelihood (TVL) track.
The K+10+2 scheme gives students the option to have an early transition into the TVL track under the Technical Education and Skills Development Authority (TESDA).
The author of the bill, Deputy Speaker Gloria Arroyo, said in the exploratory statement, “If they want to go on to a professional education, that is when they can prepare themselves by having two years of post-secondary or pre-university education after high school to enhance their chances of succeeding in college or university and onward to professional licensure.”
