CALOOCAN CITY, April 28 (PIA) -- Philippine National Police chief General Archie Francisco Gamboa on Monday backed the observation of Interior and Local Government Secretary Eduardo Año that decongestion of densely populated urban mega cities is key to managing any emerging public health emergency in the same magnitude as the COVID-19 pandemic.
"The PNP will mobilize all resources and personnel to assist urban dwellers who may wish to be relocated to their home provinces under a proposed government-sponsored 'Balik-Probinsiya' program," Gamboa said.
At the same time, the official said, urban decongestion will also register favorably on other socio-economic indicators.
The PNP chief said that although the program needs a lot of planning and preparations, its eventual implementation will breathe new life to the metropolis and introduce development to the rural areas.
This will provide equal opportunities to all local governments regardless of location and introduce growth of local trades that support larger industrial production.
“Relocating people to an environment where they can be more productive is like teaching them how to catch fish instead of just giving them fish.” Gamboa said.
To recall, the government-backed Balik Probinsiya program was earlier proposed by Senator Bong Go, who chairs a health committee on senate. (PIA NCR)
