DAET, Camarines Norte, May 4 (PIA) – A total of 13,928 benefited the Tulong Panghanapbuhay sa ating Displaced/Disadvantaged Workers #Barangay Ko, Bahay Ko (TUPAD #BKBK) of the Department of Labor and Employment (DOLE) in the province of Camarines Norte.
DOLE Provincial Officer Jane Rolda said that of the 13,928 TUPAD workers, 6,724 have received their full wages while the remaining 7,197 workers shall be paid upon completion of their work which is scheduled to end on May 5.
This means that more than P20.8 million was already disbursed from over P43.15 M of the allocated budget of the provincial labor office, she said.
The payment of wages was done through direct cash pay-outs by proponent Local Government Units (LGUs), who, at the same time secured safety measures like social distancing and access to disinfectant solutions within the area.
A Basic Work Safety Orientation, complemented with information materials such as flyers and brochures, was also conducted by the LGUs.
The worker- beneficiaries were from the underemployed, self-employed, and severely displaced marginalized sectors who have lost their livelihood or whose earnings were affected due to the Enhanced Community Quarantine implemented by the national government as a response to the COVID-19 pandemic.
Among them were seasonal/occasional workers, home-based workers like food processors and dressmakers; house helpers; drivers of pedicab, tricycle, PUJs, UVs; retailers, vendors, farmers and fisherfolks; profiled and validated by the proponent-LGUs through its Public Employment Services Office (PESO).
As provided in the guidelines, qualified worker-beneficiaries were tasked to disinfect and sanitize their houses including identified dwellings and its immediate vicinity for a minimum of four (4) hours a day for a maximum of ten days and will be paid wages equivalent to 100 percent of the prevailing highest minimum wage in the region amounting to P3,100.
Earlier on March 25, DOLE Camarines Norte had its first batch of hired worker-beneficiaries of 1,035 from the municipality of Labo and was followed by another set of 386 individuals. While the first two sets of workers yet to end, another 2,614 worker-beneficiaries from the municipalities of Daet, Vinzons, Talisay, Mercedes, Basud and Capalonga were approved. As more fund requests have been authorized, thousands of worker-beneficiaries from municipalities of Sta. Elena, San Vicente, San Lorenzo Ruiz have also availed the program.
Rolda added that under the National Health Emergency Crisis due to COVID-19 pandemic, TUPAD #BKBK guidelines had been liberalized.
In the new mechanism, profiling forms have been reduced to List of Beneficiaries (OSEC Form 4) alone and submission of application to include Letter of Intent (LOI), Work Program (OSED Form 3), Contract of Service (COS) and the Memorandum of Agreement (MOA) is being processed online.
