Mayor Sara says Davao City unlikely to return to ECQ

DAVAO CITY, May 25 (PIA) - Mayor Sara Duterte-Carpio vehemently denied insinuations that the city will return to Enhanced Community Quarantine (ECQ) due to the rising incidents of Corona Virus Disease-19 cases in Davao City.

She said the city might either extend its observance of the General Community Quarantine (GCQ) or the Modified Community Quarantine because of the rising COVID-19 positive cases at 99.

Duterte-Carpio said the IATF-on Emerging and Reemerging Infectious Diseases will be the one to make a final classification based on the level of infection in the city. 

“The city needs to manage the COVID-19 cases,” she said.

Mayor Sara Duterte-Carpio said the infection is already in the community and it only entails government to carry it well so that it will not overwhelm the health system of the city. 

The spread of the disease must be controlled with the population doing the control mechanisms. The city can now determine the number of infections because of the availability of a testing laboratory which gives out results immediately unlike in the early days of the pandemic when results took days to be determined. 

She stressed that under the general community quarantine classification, it is now allowed for people to travel on areas with the same classification as General Community Quarantine, except for leisure, amusement or entertainment purposes.  In this situation, travel pass, confirmation, letter of acceptance, travel authority and anything are no longer needed. 

“Under the IATF Omnibus guidelines that anyone is allowed to travel except for leisure,” Duterte-Carpio said.

She said many do not understand this provision perhaps they have never read it. 

The Davao City provides stranded persons a copy of their travel order that is downloadable for areas who continue to demand this document.

“Ideally, other local governments have prepared as early as during the observance of Enhanced Community Quarantine while others just waited for the quarantine to be lifted,” she said.

Duterte-Carpio assured the readiness of the city to accept stranded individuals. 

“We are now executing everything based on our preparations since we are already accepting returning residents based the sweepers flights that landed on the city.  We have set up health screening systems in Sirawan, Lumondao and Lasang,” she said.  (Dalumpines, JS)
