The proposal came in as officials of the Philippine National Police (PNP) reported many violators of the prohibited acts  under the past implementation of the Enhanced Community  Quarantine (ECQ).

Lawyer Voltaire Garcia, Provincial Legal Officer said the crafting of an ordinance for the basic prohibitions under the ECQ is needed for the filing of hard cases against violators in the province.

“Without an ordinance, it is difficult to penalize violators. Simple disobedience will only be filed,” he said.

PCOVID-19 TF members also said the  proposed ordinance for the prohibited acts to contain and prevent the spread of the COVID-19 is seen to effectively deter villagers from violating the mandatory face mask use, social distancing and liquor ban.

The proposal is expected to get the support and initiative from the members of the Sangguniang Panlalawigan(SP) through board member Flodemonte Gerdan, chairman on committee on health(MDCT/BME/PIA 2-Nueva Vizcaya)
