CALOOCAN CITY, May 17 (PIA) -- Remember the numerous complaints of unnecessary power interruptions caused by kite flying? The Valenzuela City Government now has an ordinance that penalizes that, prohibiting kite flying while the city is under a state of public health emergency.
This, after the City Council passed Ordinance No. 695 Series of 2020 or the “Anti-Kite Flying Ordinance,” in order to arrest "kites from getting entangled with powerlines" and "causing further inconvenience and posing dangers to Valenzuelanos in these trying times.”
“Ang pagpapalipad ng saranggola ay maaaring sumabit sa mga powerlines at makakapagdulot ng brownout. Ang pagbabawal sa kite flying ay para maiwasan din ang paglabas ng mga kabataan ngayong tayo ay may kinakaharap na COVID-19 pandemic ,” the Valenzuela City Government said on social media, Saturday.
The said ordinance, which was passed on May 11, will be in effect until the state of public health emergency is lifted.
First time offenders of the measure will be fined P1,000; while those caught flying kites the second time will be slapped with P3,000; moreover, those violating the ordinance for the third time, a P5,000 fine will be imposed.
On the other hand, those who don't have the money, may opt to provide 24 hours, 48 hours, or 72 hours of community service.
To recall, since the start of the enhanced community quarantine, power utility company Meralco has coordinated with local government units to warn residents on the dangers and repercussions of kites getting entagled on power lines, as at least 47 power outages, more than 700 customers affected, as well as causing brownouts to 13 hospitals in Taguig, Tayabas, Masinag, Lancaster, Santa Maria in Bulacan, Candelaria, and Bacoor.
Meralco linemen have also reportedy removed more than 260 kites each day from utility posts and power lines in Metro Manila and other neighboring areas. (PIA NCR)
