Palace gives go signal for SAP's  2nd tranche distribution

CALOOCAN CITY, May 27, (PIA) -- Presidential Spokesperson Harry Roque announced in a virtual media briefing on Monday, May 25, that the government may start the distribution of the 2nd tranche of the subsidy under the different social amelioration programs (SAP) of the government.

This was confirmed by Department of Social Welfare and Development (DSWD) Spokesperson Irene Dumlao in a viber message who said that they received the memorandum from the office of the Executive Secretary on Friday (May 23).

Dumlao explained that the memorandum will be their basis for the drafting of guideline on the distribution of the SAP 2nd tranche. The Inter-Agency Technical Working Group on SAP will meet to iron out the details.

Meanwhile in a recent DSWD media briefing, Social Welfare & Development Secretary Rolando Bautista, gave the following SAP updates: total amount distributed for SAP is  P94.04 billion which was received by 17.52 million  beneficiaries . This is 96.35% of the 18 million intended SAP beneficiaries.

Of the 1,634 LGUs in the country, some 1,472 LGUs were able to submit their liquidation.  Out of this number, 659 were able to liquidate 100% the SAP fund transferred to them and 280 LGUs are nearing full liquidation.

Meanwhile, to expedite the distribution of the SAP 2nd tranche, DSWD appeals to the local government units (LGUs) to submit the list of left-out families as they will be prioritized in the 2nd tranche distribution.

The agency also appealed to LGUs to hasten the encoding and transmittal of their complete liquidation reports to DSWD’s Field Offices (FOs).

The liquidation report should include the following: the report of the disbursement (containing the photos of the recipients, Social Amelioration Card Forms, and amount of cash received); Report of Checks Issued and Report of Disbursements certified by the LGU accountant and approved by the Local Chief Executive; and a copy of the Official Receipt for the refund/return of unutilized SAP funds.

DSWD explained that validation and vetting by the FOs can only be done when the data per LGU have been submitted in its entirety, and this takes 15 days. Thereafter, it shall be forwarded to the DSWD Central Office for cross-matching and duplication with the other government agencies’ lists of beneficiaries to avoid duplicity and ineligibility. This will take another seven days in order to assure the people that the recipients are the poor families of society who need the SAP.

Roque said that beneficiaries for the 2nd tranche are the 5 million left-out families, TNVS and PUV drivers who did not received assistance from LTFB and the 12 million eligible poor families under the ECQ areas who have not received more than one subsidy package.

To expedite the distribution of the 2nd tranche, DSWD has put up an online portal “ReliefAgad” where beneficiaries can register. ReliefAgad is a quick relief system that enables DSWD and local government units (LGU) to expedite the capture of social amelioration card (SAC) details and interface with any electronic payment system for faster cash relief to targeted beneficiaries. 

The social amelioration programs (SAP) of the national government include:  1) Rice Farmers Financing Assistance (RFFA) under the Department of Agriculture; 2) Small Business Wage Subsidy (SBWS) of the Department of Finance through the Social Security System; 3) Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers Barangay Ko, Bahay Ko Disinfections/Sanitation Project (TUPAD #BKBK) of the Department of Labor and Employment; and 4) Emergency Subsidy Program (ESP) through AICS of the DSWD, intended for the poor and informal sectors of society that are mostly affected by quarantine restrictions.
