SP Quirino enacts mandatory wearing of face mask, social distancing ordinance

CABARROGUIS, Quirino, May 22 (PIA)—Per Ordinance no.11 series of 2020 enacted by the Sangguniang Panlalawigan,  wearing of mask and strictly observing stringent social distancing by all the persons in public places during the period community quarantine and/or any outbreak or presence of infectious disease  are now mandatory in the province.

Known as the Mandatory Wearing of Mask and Social Distancing Protocol Ordinance, this law  covers all persons within the territorial jurisdiction of this province.

Under Section 4, every person is required to wear face masks at all times, when going outside of residence or any public place during the period of public health emergencies and presence of threat of local or community transmission.

Mandatory social or physical distancing protocol must also be observed.

To effectively promote and encourage compliance to this srdinance, all commercial establishments operating in the province shall strictly prohibit entry of any person who is not wearing a face mask or any similar covering  and strictly enforce the stringent social distancing protocol.

Drivers of private and public utility  vehicles should always wear face mask and should have sanitizers at hand.

Also, all private vehicles and public utility vehicles should observe stringent social distancing of passengers observing one meter apart or any social distancing measure as set forth by the LTFRB, LTO and other legitimate authorities.

Jeepneys and vans shall only accommodate eight  occupants at a time to include the driver, with passengers one seat apart from each other as seating arrangement.

Tricycles shall carry one  passenger at a time. The passenger shall be seated at the furthest side from the driver.

For Private Vehicles, there shall only be two people, the driver and passenger, occupying the front row. Succeeding rows shall only occupy a maximum of 2 passengers.

Public-Utility Buses (PUB) should not have more than 50  per cent of its seating capacity, including the driver and the conductor, one seat apart and without any standing passenger.

For motorcycles, no back rider is allowed.

All operators and owners of PUVs are required to disinfect their vehicles.

All establishments shall strictly enforce the social distancing protocol at all times and shall  see to it that number of people at any given time inside their area shall have a density of one  person per square meter of unimpeded space.

The entry of people shall be limited to the computed occupancy capacity of the establishment. Occupancy capacity is equal to the total vacant space divide by one (1) person per square meter.

The business l establishments are likewise  directed to educate their employees/staff on the importance of social distancing; observe precautionary measures to prevent the spread of the virus by strictly regulating the entry of people in accordance to the computed occupancy capacity of the establishment; and to remind their clients/customers to observe social distancing through signages and public address system.

Strict sanitary measures through the use of sanitizing solutions whenever possible, shall be observed

Furthermore, business owners must report or notify public health authorities of their staff/employees who manifest signs or symptoms of the COVID 19.

Any violation of the provision of this ordinance shall be penalized with the following:

Any person who fails to wear a face mask shall pay P500.00 for first offense; P1,500 for second offense and P2,500 for third and succeeding offenses.

Drivers and passengers of any private and public vehicle  who will be found violating the provisions on social distancing shall be penalized as follows:  First Offense -P500.00; Second Offense - 1,500.00 and Third and Succeeding Offenses -P2, 500.00.

Any establishment found violating any of the provisions on social distancing  shall pay a fine of P1,500 for first offense;P2,000 for second offense and P2,500 for third & succeeding offenses.

Drivers and back riders of  motorcycle found violating the provisions on social distancing shall both pay a fine of P500 for first offense; P1,500 for second offense and P2,500 for third and succeeding offenses. (MDCT/TCB/PIA 2-Quirino)
