Roadworthy traditional jeepneys will be allowed to ply on metro roads

CALOOCAN CITY, June 30 (PIA) -- Traditional jeepneys will be allowed to return as long as they are road worthy, this was the assurance made by Land Transportation Franchising Regulatory Board (LTFRB) Chair, Atty. Martin Delgra III on Monday.

“We are finalizing the Memorandum Circular for the return of jeepneys on Wednesday,” Delgra said at the Laging Handa public briefing.

“We would like to clarify that the jeepney as a mode of transportation will still continue to run on the street. What we are changing here under the modernization program is not only the (old unit) vehicle but the “boundary system”, that has been proven to be inefficient for so many years.” Delgra said.

“By eliminating the boundary system, the jeepney drivers will earn more and will be able to serve better our commuters. Under the consolidated component of the modernization program, the drivers will be on salary basis and will have benefits,” he added.

He said, the first component that is needed on the modernization program is the consolidation, the individual franchise per unit specifically jeepneys will be consolidated and is already on process same for the different mode of public transport.

Based on PUVMP, another major component is fleet modernization. New vehicle standards are being developed which is based on extensive consultations with involved government agencies, jeepney associations and local and international manufacturers.

The modern PUV are designed to be environment-friendly, safe, secure and convenient with due consideration to our Persons-with-Disabilities (PWDs) passengers.

The PUVMP also encourages industry consolidation or the strategic merging of smaller transport industry players to form into a consortium either by forming cooperatives or corporations. The PUVMP likewise adopts a Vehicle Useful Life Program which consists of policies and programs that deal with different stages of the vehicle’s useful life.

This includes the provision of a Motor Vehicle Type Approval System for new vehicles, maintenance programs and improvement of Motor Vehicle Inspection System and a Scrappage Program for end-of-life vehicles. (PIA-NCR)
