CIDG files graft charges against Iloilo City village chief

ILOILO CITY, July 7 (PIA) - - The Criminal Investigation and Detection Group (CIDG) Iloilo City Field Unit has filed graft charges against an incumbent village chief in this city for alleged involvement in the distribution of the relief goods.

Charges filed against village chief Neil V. Parcon of Brgy. Liberation, Iloilo City Proper were violations of Republic Act 3019 or the Anti-Graft and Corruption Practices Act, and RA 11469 or the Bayanihan to Heal as One Act.

In a press report, CIDG Iloilo CFU said that a separate administrative case for violation of R.A. 6713, known as the Code of Conduct and Ethical Standards for Public Officials and Employees will be referred to the Office of the Ombudsman upon resumption of its services.

It also reiterated its assurance that all irregularities in the implementation of government aid will be investigated properly with the help of the local police.

Based on their investigation that sometime in March 2020 during the start of Enhanced Community Quarantine the complainant was able to receive relief goods coming from the barangay.

She was also included in the list of SAP beneficiaries and received P6,000 cash assistance.

However, on April 15, 2020 a dispute ensued between Parcon and the complainant fueled by their own misunderstanding and personal grudges. Since then, the complainant was disregarded in receiving such goods from the barangay until the last day of distribution on June 1, 2020.

Also, complainant failed to secure a quarantine card from the Office of the City Mayor because Parcon personally deprived her to receive anything coming from the barangay. As a result, she suffered from harassment and unfair treatment committed by the barangay official.

The two complaints against Parcon were filed on July 3 at the Iloilo City Prosecutors Office docketed under NPS Docket No. VI-10-INV-20G-00307 handled by Hon. Hon. Thaddeuse S. Guadalope, Assistant City Prosecutor.
