FDCP,DOLE,DOH set rules for the resumption of work in the film,audio-visual industry

QUEZON CITY, July 2 (PIA) -- Film Development Council of the Philippines (FDCP) Chairperson and Chief Executive Officer Mary Liza Diño-Esguerra on Wednesday explained some guidelines covering the resumption of production work and activities in the film and audiovisual industry amid the COVID-19 pandemic.

During the Laging Handa Public Briefing, Diño said their agency consulted the Department of Health (DOH) if they can be allowed the resumption of various formats of audio-visual productions that are adapting to the new normal.

“Marami na rin po ngayong lumalabas na iba pang klaseng audio-visual content dahil din po nag-a-adapt sila dito sa ating new normal… Unfortunately, dahil nga po sa nature o dahil sa tradisyunal na nakasanayan na basta event ay hindi muna papayagan under GCQ we consulted with DOH para malaman kung pwede bang payagan yung mga ganitong klaseng formats kasi it’s still content production since shinu-shoot ito, controlled environment," she said.

"Wala naman siyang audience, but these productions are just expanding and adapting to the new normal right now at talagang kailangan na ring talaga nating mag restart at mag re-open yung mga ibang industriya. So, talagang gumagawa ang lahat ng paraan para makapag umpisa na ulit at makapag hanapbuhay.” she added.

Diño also clarified that their latest advisory is a reiteration of the "Joint Administrative Order (JAO) No. 2020-001 on the Health and Safety Protocols for the Conduct of Film and Audiovisual Production Shoots and Audiovisual Activities During COVID-19 Pandemic" of the DOH, FDCP, and Department of Labor and Employment (DOLE) signed by Diño, DOLE Secretary Silvestre Bello III, and DOH Secretary Francisco Duque III and released on June 7, 2020.

“Ito po ay para sa lahat ng conduct ng production shoots sa pelikula, sa telebisyon, sa advertising at iba’t iba pang audio-visual content.” the official noted.

Diño emphasized that they are not limiting the formats but enforcing the guidelines on health and safety protocols for the conduct of productions.

Meanwhile, during a separate briefing, DOH Spokesperson Undersecretary Maria Rosario Vergeire, on her part, also clarified that they are not just enforcing the health and safety guidelines with FDCP but with all agencies and other sectors to assure the safety of officials and employees.

“Kapag gumagawa po kami ng mga polisiya, we make it a point that we consult the stakeholders that are involved. Also, ito pong pinaka objective po ng DOH dito ay para sa minimum health standard. That’s why ito po ay ating naman nai-konsulta na sa lahat ng sector," Vergeire said.

"This is really to promote health and ensure that people are safe right now especially in this time of the pandemic.” she added.

Diño said their first stakeholders' meeting was attended by various government agencies wherein they were able to introduce and discuss the issues and concerns of the film industry.

It was followed by a series of focus group discussions and consultations with various organizations and workers in the film industry sector together with allied sectors of audio-visual industry.

“The FDCP, and primary at ang mandate talaga namin ay para sa mga gumagawa ng pelikula at audio-visual content pero yung mga advertising, live events, hindi po namin ‘yan saklaw, pero in terms of the nature of the work and the conduct of productions, may crew, recorded equipment, we have to also share itong mga ginagawa ngayon na guidelines para makita nila if this is something that will also align with how they do their business.” she said.

Diño added that they have monitoring tools wherein the concerned local government unit will implement and inspect the productions in various locations.

Meanwhile, FDCP will be asking for reportorial requirement which will determine the locations and the people involved in the production, so that in the event of a suspect COVID case, it would provide help in the contact tracing.

“We ask for the public support, we ask for our industry stakeholder support. Ito po ang ambag natin para masigurado po natin na lahat ay nakikiisa laban sa COVID.” Diño said.
