City to give employment to displaced workers affected by pandemic

NAGA CITY, Aug. 26 (PIA) - Mayor Nelson Legacion signed on Monday, Aug. 24, Ordinance No. 2020-079, an Ordinance Establishing the Naga City Community Employment Program (NCCEP) to help workers from low-income households who were laid-off or displaced by the COVID-19 pandemic.

Authored by City Councilor Joselito S.A. Del Rosario, Ph.D., and co-sponsored by City Councilors Ghiel G. Rosales, Mila S.D. Raquid-Arroyo, Gregorio R. Abonal, and Elmer S. Baldemoro, the NCCEP will engage workers in community projects that will give them a fair wage and at the same time improve community facilities.

“This is labor extensive, so that our affected citizens will have immediate income especially that everyone is having financial problem because of the COVID pandemic,” Del Rosario said.

He also added that the Ordinance was crafted by the Sangguniang Panlungsod (SP) in response to the request of the City Mayor to provide immediate employment to workers who were laid-off, and whose households that are dependent on their income have suffered.

The Program aims to gerenate short-term employment for low-income households, and maintain public infrastructure, facilities and public spaces.

It also aims to trigger demand to as many levels of the supply chain by targeting households which will most likely send wage income in neighborhood stores.

Works covered under the Program include: 1) repair and maintenance of public facilities; 2) repair of drainages in the barangays; 3) urban gardening,  re-greening and reforestation in support to the city’s ‘Forest in our Midst’ Program; and  4) other works that can be done in a short-term means.

The citizens are enjoined to submit their request or proposal for repair and maintenance works in their community. They can submit their proposals to their barangay, to the Department Heads at City Hall, social media, or thru text or submit a picture of a facility that need maintenance or repair.

The barangays are also welcome to submit and recommend programs that they want to implement, as long as it is related and is within the context of the Ordinance.

According to Del Rosario, the City Government has allocated a funding of P10 million for this program and will allocate more as the need arises.   (JRM-PIAV/Camarines Sur)
