CALOOCAN CITY, Aug. 31 (PIA) -- The Civil Service Commission (CSC) on Tuesday, Sept. 1, will highlight the role of technology in the evolution of Philippine public service amid the COVID-19 public health emergency.
“This includes reassessing the ways the government has been doing business, setting goals and targets, managing people, and evaluating work performance. [The] CSC recognizes that innovation has now become a crucial ingredient not only to meet organizational objectives but also to keep employees safe, healthy, productive, and motivated,” CSC Chairperson Alicia dela Rosa-Bala said in an interview ahead of the month-long 120th Philippine Civil Service Anniversary (PCSA) starting tomorrow.
The PCSA is an annual celebration to commemorate the establishment of the civil service in the country. This is in observance of the establishment of the Philippine Civil Service by virtue of Public Law No. 5 (An Act for the Establishment and Maintenance of an Efficient and Honest Civil Service in the Philippine Islands) on 19 September 1900.
The theme for this year is "Philippine Civil Service @120: Public Sector in the Age of Digital Transformation," underscoring the use of emerging technologies in the pursuit of efficient public service delivery in the Philippine government, especially in the context of emergency situations.
As she urged government agencies to learn from the lessons and challenges brought by the COVID-19 pandemic, Bala said in the age of technology, public service has to remain competitive and responsive enough to meet the evolving needs of its clientele.
“Human resource (HR) management and development are also evolving as technology introduces new ways of interaction and alternative work arrangements. This was further highlighted during the COVID-19 pandemic situation, which brought about changes to work, government-client transactions, and other processes,” she said.
Highlights of this year's kick off include the 120th PCSA virtual media briefing that would feature the CSC Chairperson giving an overview of the PCSA celebration, as well as briefly discussing changes in HR/civil service policies issued by the CSC in view of the COVID-19 pandemic.
Also among the panelists is Anti-Red Tape Authority Director General Jeremiah B. Belgica who will talk about the developments in the implementation of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, as well as the current implications of the COVID-19 pandemic to frontline service delivery in government.
City of Manila Mayor Francisco "Isko Moreno" Domagoso is also set to make an appearance and present the "Go Manila" application that was launched in July, including the features of the application, and how it has made the city government’s service delivery more efficient, especially in this time of crisis.
For his part, Department of Information and Communications Technology Undersecretary Alan A. Silor is set to discuss DICT’s ongoing preparations/projects that would support efforts to modernize public service delivery in the Philippines.
Meanwhile, Philippine Council on Industry, Energy, and Emerging Technology Research and Development Executive Director Enrico C. Paringit of the Department of Science and Technology will present the innovation landscape in the public sector, as well as the current technological initiatives of various government agencies to fight the global pandemic.
The kickoff activities set for the PCSA will be mostly online, in accordance with the national government’s directives on minimum health protocols such as physical distancing. (PIA NCR)
