FASSSTER was created by the Department of Health, Department of Science and Technology – Philippine Council for Health Research and Development, and the Ateneo de Manila University.

The said systems are part of the technology architecture managed by the IATF-ICT Sub-Technical Working Group on Information and Communication Technology solutions (STWG-ICT) tasked to create systems that will enable scaled and secured free-flow of information that will enable stakeholders to take prompt action on COVID-19. The IATF-ICT also aims to harmonize its systems to existing systems in the LGUs to make information exchange seamless.

Prior to the orientation, the systems were piloted in Quezon City, where it has been instrumental in the contact tracing efforts and provision of assistance to residents seeking guidance from the LGU for management of suspected COVID-19 cases, as well as the provision of other health services.

Meanwhile, the Department of Information and Communication Technology (DICT), for its part, ensured its support for the NCR LGUs in the use of the systems and is currently working on a schedule for LGU visits to check on capability on existing systems.
