CALOOCAN CITY, Sept. 16 (PIA) -- Land Transportation Regulatory and Franchising Board (LTFRB) Chair lawyer Martin Delgra III announced on Wednesday the rollout of the government’s P5.58-billion service-contracting scheme for public transport.
Speaking during the Laging Handa public briefing hosted by the Presidential Communications, Delgra said the service-contracting program would help ensure a safe and stable public transportation system amid the global pandemic.
“Mayroon din po tayong nailaan na pondo na P5.58-billion para sa tinatawag na service contracting program,” the official announced.
“For the P5.58-billion that will be implemented under what we call service contracting program which LTFRB will be the lead implementing agency,” he added.
Following the signing of the Bayanihan to Recover as One Act or the Bayanihan 2 by President Rodrigo Roa Duterte, the LTFRB is set to lead the implementation of the service-contracting policy together with the Department of Transportation (DOTr).
Delgra explained that the program would help subsidize public transport operations and incentivize public utility vehicle (PUV) operators to return and serve commuters.
Also, he said the program would be vital in restoring the livelihood of displaced transport workers affected by the COVID-19 pandemic.
To recall, the Inter-Agency Task Force for Emerging Infectious Diseases (IATF-EID) earlier adopted the service-contracting program for the transport sector after the DOTr and the Economic Development Cluster (EDC) proposed it.
The inclusion of service contracting in the Bayanihan 2, however, was developed in response to the financial constraints experienced by many PUV operators and drivers due to the stringent health and sanitary protocols that must be observed in public transport. (PIA NCR)
