DUMAGUETE CITY, Sept. 4 (PIA) -- The Philippine National Police Negros Oriental Provincial Police Office (PNP-NOrPPO) remains committed in solving the series of shootings incidents in the province.

PLTC. Marcial Yanguas of PNP-NOrPPO underscored this during a recent Kapihan sa PIA forum in observance of National Crime Prevention Week.

“With regards naman sa shooting incident, hindi naman po overnight na mahuman. It takes time. Aside from that, kinahanglan gihapon nato ng involvement ng community. Most of the cases ang napoproblema natin is yung witness nato. Iyon ang nagiging problem. The investigator is working on progress (With regards to shooting incidents, it is not solved overnight. It takes time. Aside from that, we also need the involvement of the community. The problem in most of the cases is the lack of witnesses. The investigators are working on the progress of the cases),” said Yanguas.

“Marami naman po tayong na-filan na cases. Based on our record mayroon tayo 80 na-recorded. Out of 80, roughly mahigit naman po kalahati iyong na-solve or na-filan na nantin. We are working on progress (We have already filed a lot of cases. Based on our records, we have a total of 80 cases. Roughly half of the said figure were already solved or formal cases were already filed in courts),” he added.

Yanguas also highlighted during the Kapihan that the PNP-NorPPo’s Peace and Order Crime Clearance Efficiency went up from 96.13 percent during the first half of 2019 to 97.21 percent for the same period this year.

“Halos lahat-nasolve and na-clear expect doon sa mga shooting incident (Almost all cases are solved and cleared except the shooting incidents,” Yanguas said.

Meanwhile, the PNP official also reported that the province’s total crime incident for the first six months of 2020 is lower compared to the figures reported for the same period last year.

Negros Oriental’s crime incident for first semester of 2020 is 3,607 while 2019’s crime incident for the first semester is 4,036.

This translates to a 10.62 percent drop in the crime incident.

Index crimes pertain to PNP’s eight focused crimes which are homicide, murder, anti-carnapping, physical injuries, rape, robbery, and theft.

The province’s index crime rate also went down by 51.83 percent from 789 cases recorded during the first half of 2019 to 380 cases recorded for the same period this year.

On the other hand, the province’s non-index crimes had an increase of 29.41 percent from 1,618 in the first six months of 2019 to 2,094 for the first six months of 2020.

Yanguas explained that non-index crimes refer to other violations against Revised Penal Code (RPC) and police-related operations like anti-illegal gambling and illegal drugs.

He noted that among the crimes categorized under non-index crimes related to violation of special protection of children and alarm and scandal increased to 116 percent and 34.89 percent, respectively.

The province also registered a 12.58 percent average monthly crime rate for the first semester of 2020.

The figure is 30.14 percent lower than the average monthly crime rate recorded in the same period last year with 18.01 percent. (ral/PIA7-Negros Oriental)
