Dagyaw 2020 in Cebu highlights livelihood, job opportunities

CEBU CITY, Nov. 27 (PIA) -- This year’s Dagyaw 2020 in Central Visayas spearheaded by the Department of Interior and Local Government (DILG-7) in collaboration with the Department of Budget and Management (DBM-7) and the Philippine Information Agency (PIA-7) highlighted the livelihood programs and job opportunities offered by the government.

Branded as ““Usapang Lokal: A Regional Sectoral Dialogue,” the Dagyaw 2020 Townhall Meeting blended face-to-face engagements with online discussions due to the health and safety restrictions imposed by the government amid the COVID-19 pandemic.

During the event, representatives from the Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), Technical Educations and Skills Development Authority (TESDA), and the Cebu Chamber of Commerce and Industry (CCCI) discussed their programs and services to assist the sectors affected by the pandemic in the region.

During the presentations, DOLE-7 reported that many workers who were displaced and temporarily laid off due to the pandemic were given financial assistance under the COVID19 Adjustment Measure Program (CAMP) Bayanihan 2 program.

TESDA-7 also shared their “TESDA Abot Lahat” program which is hinged on the guiding principle of the agency in actively providing relevant, accessible, high quality, and efficient technical education and skills trainings to address issues and concerns related to job opportunities.

On the other hand, DTI-7 presented their response and recovery efforts such as providing financial aid to micro-entrepreneurs whose businesses were affected by the COVID-19 pandemic.

Although the Dagyaw event was a whole day activity, half of the day was allotted for the regional town hall meeting while the afternoon session was devoted to the conduct of a workshop to craft the Regional Multi-Sectoral Agenda based on what transpired in the morning session.

The afternoon workshop was participated in by civil society organizations (CSOs) where they discussed issues and concerns and varying viewpoints and proposed different strategies to resolve the problems.

Among the issues raised during the workshop were the displacement of informal workers such as sidewalk vendors, retrenched and displaced workers, lack of price monitoring and control of agricultural inputs to livestock, and the provision of financial assistance.

DILG-7 reassured the participants that all their concerns and recommendations will be included in the National Action Plan agenda, showcasing the agreements made during the conduct of the said activity.

There was also a signing of a Commitment of Support by acknowledging the need for a more transparent, more accountable, and more responsive government and recognizing the importance of providing a venue for citizens to better access government programs and services.

"Dagyaw" is a Hiligaynon word which means "togetherness".

It was chosen as the event brand because it exemplifies the Filipino spirit of Bayanihan. (hfg/PIA-7)
