Claudio Yucot, the Office of Civil Defense director for Bicol and RDRRMC chairperson, issued a memorandum on Monday declaring the red alert status.

“Ang importante ay makapag-evacuate tayo. Para kung biglang magbago ang track ay nakahanda tayo,” Yucot said during the council's pre-disaster risk assessment meeting on Monday.

With the status, all RDRRMC response assets and agencies are on standby for possible deployment to threatened localities. The memorandum included a "no sailing" policy for fisherfolk and the enforcement of preemptive evacuation by local disaster management councils.

Yucot advised LDRRMCs to explore all means to communicate advisories to the communities due to the power interruption and mobile and internet connection difficulties.
