MAASIN CITY, Nov. 6 (PIA) -- Governor Damian Mercado on Tuesday, November 3, signed Executive Order No. 48, “An order implementing the Modified General Community Quarantine (MGCQ) in the whole province of Southern Leyte until November 30, 2020.”
This was the second issuance of an MGCQ order, the first was last month, October, which should have been effective until October 31 as per EO 45.
But the sudden upsurge in Covid-19 cases especially in this city prompted the implementation of a two-week Modified Enhanced Community Quarantine (MECQ) for Maasin City, while the rest of the 18 towns were under General Community Quarantine (GCQ), from Oct. 20 until Nov. 3, as spelled out in EO 47.
“Per November 1, 2020 data from the Provincial Epidemiology and Surveillance Unit, the Province of Southern Leyte’s confirmed Covid cases has dropped significantly with 55 active cases out of 479 total cases,” the latest EO 48 said.
For Maasin City, the active cases also dropped tremendously, from a high of 177 cases down to 10 cases only, Mayor Nacional Mercado reported in his FB post.
The reduction in positive cases, however, did not mean lowering of the guards, as minimum compliance on health protocols like wearing of face masks, face shields, physical/social distancing, hand-washing facilities, and keeping of QR codes are still clearly enjoined in EO 48.
Also, entry to the city and province from outside would still have to conform with the usual documentary requirements of presenting medical certificate, travel authority, travel order, and an acceptance letter from the receiving LGU, especially for returning LSIs, and coordinated travel for returning OFWs.
Public transportation like bus, vans, jeeps, multicabs, or motorcabs with routes within and outside the province are again allowed to resume operations at a reduced passenger capacity.
Liquor ban is out, even as selling of liquors, though permitted, is still subject to LGU restrictions, as well as the imposition of curfew hours.
Still, EO 48 stood out in that it allowed the resumption of cockfights, cock derby in particular, a feature not found in the first, interrupted MGCQ under EO 45. (ldl/mmp/PIA8-Southern Leyte)
