Mayor Sara’s EO consolidates rules on face shields

DAVAO CITY, Dec. 1 (PIA)- Mayor Sara Duterte-Carpio issued Executive Order No. 65 consolidating all issuances regarding the use of face shields.  

She said that it is mandatory to use face shields according to the Department of Transportation Memorandum Circular No. 2020-014 dated August 3, 2020, for all passengers in areas where public transportation is allowed like tricycle, taxi, public utility jeepneys, vans and buses.

“Passengers must mandatorily wear face shields, Duterte-Carpio.

She said the Department of Trade and Industry and the Department of Labor and Employment issued joint-memorandum circular No. 20-04-A dated August 2020, requiring the use of face shields in all private establishments regardless of economic activity, including economic zones.

 “Face shields shall cover the entire face, completely covering the sides and the length of the face,” Duterte-Carpio said. 

She said it can also be initiated by offices which are not cited in the DTI-DOLE joint memorandum circular, to protect their clients and workers. She clarified that there was no law penalizing non-use of face shields. 

“However, penalties maybe based on the Bayanihan to heal as One law, which can be filed regularly in court,” Duterte-Carpio said.  

She also cited the IATF Resolution No. 68 Series of 2020 dated September 3, 2020 requiring the use of face shields in malls, supermarkets, public markets, and all government mandated meetings where critical government services are either conducted or provided.
