Sec. Lapeña backs Sec. Lorenzana's decision to end UP-DND accord

KORONADAL CITY, South Cotabato, June 29 (PIA) -- TESDA Secretary Isidro Lapeña, who is also cabinet officer for regional development and security of SOCCSKSARGEN Region, backs the decision of Defense Secretary Delfin Lorenzana to abolish the 1989 UP-DND accord. 

In a statement read during 14th Meeting of the Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC) here Thursday, Lapeña described the Sobejana's decision as "just and proper."

"The decision to abrogate the University of the Philippines - Department of National Defense  accord of 1989 that bar the police and the military from the premises without prior consent of the UP management is just and proper on the part of Secretary Delfin Lorenzana of the Department of the National Defense.

"As the designated Cabinet Officer for Regional Development and Security (CORDS) for Region XII, I support the termination of the UP--DND agreement purposively to protect the rights and welfare of the students and other sectors inside the University of the Philippines from underground recruitment activities and infiltration operations of the CPP-NPA-NDF," Lapeña's statement reads. 

He also called for public support for the protection of the youth from terrorist communist influence. 

"Nananawagan ako sa ating mga kababayan na makisabay sa pagtatanggol sa ating mga kabataan mula sa impluwensya ng teroristang kumunista. Sana magtulungan tayo at maging bahagi sa pagsulong ng kapayapaan at kaunlaran ng ating bansa. Mabuhay tayong lahat!"

Lapeña explained that he wanted his statement be read during the JRTF-ELCAC meeting prior to publication to inform the body of his statement of support. 

In response, the task force, composed of directors of regional line agencies, local chief executives, and private sector representatives approved a resolution adopting the statement of support of the CORDS on the decision of Sec. Lorenzana to terminate the UP-DND accord. (DED/PIA-XII)
