NOTF ELCAC to hold Serbisyo Caravans in 5 northern brgys 

DUMAGUETE CITY, Feb. 28 (PIA) -- The Negros Oriental Task Force to End Local Communist Armed Conflict (NOTF ELCAC) will hold a series of "Dagyawan sa Barangay: Serbisyo Caravan" in five barangays in the northern part of the province from March to April this year.

The NOTF ELCAC will conduct Serbiyso Caravans on March 5 in Brgy. Panciao, Manjuyod; March 12 in Brgy. Budlasan, Canlaon City; and April 14 in Brgy. Samac, April 21 in Brgy. Bagtic, and April 28 in Brgy. Luyang, all in Mabinay town.

The Serbisyo Caravan usually comes after or during the "Dagyawan sa Barangay: Talakayan ng Mamayan" where line agencies of government extend services to residents of villages affected by insurgency.

The latter is a form of dialogue-consultation between barangay and government officials where they discuss the primary concerns of the community and identify solutions to these problems.

Some of the government services offered during the Serbisyo Caravan include free medical and dental check-up with provision of free medicines, civil registration, issuances of important government clearances, distribution of crop seedlings, livestock, and other farm implements, distribution of tree seedlings, and consultancy services from government agencies such as the Social Security System (SSS) and Department of Trade and Industry (DTI). 

NOTF ELCAC was not able to hold Serbisyo Caravans last year due to the challenges posed by the COVID-19 pandemic but the task force was able to push through with the dialogues with village officials.

Member-agencies of the task force convened on Feb. 24, 2021 at the Provincial Convention Center to finalize the date and the services which will be carried out during the Serbisyo Caravan.

Assistant Provincial Administrator Atty. Froilan Pinili presided over the meeting while the Department of the Interior and Local Government (DILG), which is also the lead agency for the basic services cluster of the task force, acted as the secretariat.

Meanwhile, DTI Provincial Director Nimfa Virtucio, who was also in the meeting, empasized that the Serbisyo Caravan serves as a springboard for future collaborations with the beneficiary community.

“This is just a first or initial go. It doesn’t mean na this is the first and the last service we will give to the barangays. Kami, we will take the opportunity to go there and meet the community and ascertain what they need. It doesn’t mean after this ang services wala na (will stop),” Virtucio said.

Negros Oriental Gov. Roel Degamo who also sits as the chair of the task force has repeatedly emphasized that the task force is carrying out Pres. Rodrigo Duterte’s desire to bring services to the doorstep of the people, which is a vital strategy in resolving issues and concerns linked with insurgency. (ral/PIA7-NegOr)
