Cagayan creates new committee to strengthen public safety efforts

TUGUEGARAO CITY, Cagayan, May 13 (PIA) – Cagayan province has continued to strengthen its peace-building and public safety efforts through the deployment of an additional Special Action Committee (SAC).

In a recent joint meeting of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC) and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) for the second quarter, the bodies agreed to create and deploy a special force for the protection of refugees and stateless persons, and designate it along with the Special Drug Education Center (SDEC) team as Special Action Committees (SAC).

Department of the Interior and Local Government (DILG) Provincial Director Ruperto Maribbay Jr., said that guided by DILG Memorandum Circular No. 2020-153, the SAC for refugees, asylum seekers, and stateless persons, which are classified as Persons of Concern, will institutionalize the ad hoc assistance being extended by the LGUs in accordance with the Philippines’ commitment under international law and treaty obligation to ensure that yhe said individuals in the country will have fair and equal access to assistance, protection, and durable solutions at all times.

The SDEC was specifically designated as a Special Action Team under the PPOC and PADAC and is tasked to conduct drug abuse prevention programs and activities by educating out-of-school youth and street children on the harmful effects of illegal drugs.

There are now seven SACs here namely the SAC on Anti-Insurgency and Preventing Violent Extremism, the SAC on Public Safety, the SAC on Anti-Criminality, the SAC on Retooled Community Support Program, the Task Force on COVID-19, including the SAC on Refugees, Asylum, Seekers, and Stateless Persons, and the SDEC Team.
