DAVAO DEL NORTE, May 28 (PIA) – The Provincial Government is conceptualizing to hold the next Adlaw sa Kalinaw Information and Service Caravan in Kapalong Municipality followed by Santo Tomas Municipality.
During the recent Kapihan sa DavNor, Provincial Administrator Engr. Josie Jean Rabanoz revealed that the “phase 2” of Adlaw sa Kalinaw is planned to be held in the Barangay Gupitan area of Kapalong.
“Didto na pud ta sa Kapalong area, which is adjacent, likod siya sa Talaingod para continuous ang atoang development didto…after that, musaka ta sa District 2 part of Santo Tomas. (Next we will go to Kapalong area, which is adjacent to Talaingod, so that the development there will be continuous…after that, we will go up to District 2 part of Santo Tomas),” she said.
She specifically pointed out the peripheries of Davao del Norte around the Pantaron-Paquibato “range”.
“With that ma feel sa atong mga igsuon nga naa didto sa kabukiran ang presence sa atong gobyerno (With that, our brothers in the far-flung areas will feel the government’s presence),” she added.
The DavNor Adlaw sa Kalinaw is an Information and Service Caravan in which the provincial government and National Government Agencies (NGAs) convene to bring services to the target far-flung communities.
The first phase of Adlaw sa Kalinaw were conducted in Vicnity Bato and Sitio KM 31 of Barangay Dagohoy, and Sitio Nasilaban of Barangay Palma Gil on April 21, April 29, and May 5 of this year respectively.
Rabanoz said that the locations where DavNor Adlaw sa Kalinaw was held were chosen strategically. As these locations are surrounded by various far-flung sitios, conducting the caravan in these locations served as a common ground for the IPs in the various far-flung sitios to attend to and avail of the government services, no sitio left behind.
In addition, 56th Infantry Battalion Commander LTC. Norman Valdez said that these locations were conflict-affected areas where the NPA had previously established “mass base”.
“Na kung saan na impluwensyahan ng mga NPA ang mga IP brothers and sisters natin na nakatira dito sa mga malayong sitios na eto (Where the NPA was able to influence our IP brothers and sisters located in these far-flung areas),” he said.
Rabanoz revealed that during Adlaw sa Kalinaw, focus group discussions were held between the government agencies and the IPs and the IPs promised the provincial government and NGAs that they will convince their NPA families and relatives to return to the folds of the government.
“So with that commitment of the IPs, that’s an indicator that the Adlaw sa Kalinaw was at least partially successful,” she said.
“Bisan unsa ka kapoy, mawala imong kakapoy basta makita nimo ilahang reaction sa atong programa. Dako ang kalipay sa atong provincial government (No matter how tiring, all of that is worth it after seeing their response to our program. The provincial government is very happy),” she added.
Furthermore, Valdez revealed that following the clearing of Barangay Sto. Niño from Communist Terrorist Groups, it is set to receive funding from the NTF-ELCAC for peace and development next year 2022.
“Nagkaroon na po kami ng meeting together with DILG at nasa planning phase na po yung Brgy. Sto. Niño. So hopefully next year ma implement na po ang Retooled Community Support Program (RCSP) dito sa barangay Sto. Niño (We’ve already had a meeting together with the DILG and Brgy. Sto. Niño is already in the planning phase. Hopefully next year, the Retooled Community Support Program (RCSP) will be implemented in Brgy. Sto. Nino),” he said. (Jan Vincent Leuterio/PIA-XI)
