ILOCOS SUR, May 29 (PIA) – As the threat of COVID-19 endures, local government units (LGUs) in Ilocos Sur continue to implement measures to contain the effects and impact of the coronavirus disease 2019 (COVID-19).
In San Vicente, Mayor Jose Tabanda III issued Executive Order (EO) No. 25 on May 27 suspending all public gatherings, events and other similar activities that involve mass crowds in this town to prevent the spread of COVID-19 and mitigate effects and impacts to the community.
“It is hereby directed and ordered that all public gatherings, events and other similar activities that involves mass crowd such as but not limited to barangay fiesta, traditional wedding/christening, birthday/debut, graduation rites, moving up ceremonies, sports activities, concerts, reunions, general assemblies and seminars be cancelled or suspended,” Mayor Tabanda said.
The EO stated that “It is hereby directed that local events within the municipality hosted by business establishments be suspended. All citizens, residents, tourists, and establishment owners are encouraged to comply with this directive to prevent further transmission of the COVID-19 and ensure the safety and well-being of all.”
The order shall remain in force and effect until lifted or withdrawn by the municipal mayor.
Earlier, the Department of the Interior and Local Government (DILG) said that punong barangays (PBs) will take on an intensified role to ensure compliance to minimum public health standards and to prevent mass gathering following violations in “super spreader events” which led to COVID-19 transmission.
In a statement, the DILG said it will issue a Memorandum Circular assigning tasks to PBs in intensifying the campaign against holding of activities that can potentially be sources of COVID-19 super spreaders.
PBs are also given a greenlight to regularly inspect sports, recreation, and leisure facilities; and, regulate, limit, prohibit public gatherings, such as drinking, sabong, tupada, fiesta, parades, and other various religious events and cultural festivals.
Meanwhile in Vigan City, the COVID-19 Task Force has modified curfew hours, which was previously from 10p.m. to 5a.m., to 8p.m. to 5a.m. as of today, May 29.
This is to decrease movement of people and ultimately deter the transmission of COVID-19.
City Mayor Juan Carlo Medina said the barangay captains have also been instructed to strictly enforce health protocols such as but not limited to the stay-at-home orders for those aged below 18 and above 65 years and those with special conditions; the wearing of face masks and implementation of physical distancing; the conduct of allowed sports activities within an individual’s respective barangay only; and the quarantine pass requirement for essential travel.
“The city cannot afford to revert to enhanced community quarantine, hence your cooperation to these protocols is not only pleaded, it is a requirement,” Mayor Medina said.
Further, in Suyo town, Mayor Mario Subagan approved Municipal Ordinance No. 09 on Monday imposing penalties to individuals violating the existing COVID-19 protocols/guidelines, rules and regulations and orders in the municipality.
Any person or individual found violating any of the existing COVID-19 protocols/guidelines set and declared by the National, Provincial and Municipal Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Disease and all COVID-19 protocols/guidelines which the relevant national agencies may issue to prevent and/or minimize the spread of emerging infectious disease shall be punished by as follows: 1st Offense – Php500.00; 2nd Offense – Php1,000.00; and 3rd and Succeeding Offenses – Php2,500.00.
As of 8p.m. of May 28, the province of Ilocos Sur recorded 1,729 total confirmed cases of which 380 are active cases, 1, 318 recoveries and 31 deaths. (JCR/AMB/PIA Ilocos Sur)
