DAVAO CITY, June 4 (PIA) – The National Commission on Indigenous Peoples (NCIP) in Davao Region bared that it has now started the case build-up against the rampant selling of ancestral lands within the ancestral domain and will soon file cases.
NCIP Provincial Officer in Davao City Cristito Ingay shared in the One Davao Virtual Presser that an investigation team was formed last month to get information and identify personalities that may be responsible in the selling of lands.
“ Dili lang ang tribo ang atong ginatan-aw nga responsable, apil na pud ang migrants, naa pud brokers nga mingsulod, u gang kining mga enterprising leaders sa tribo. (We are not just looking into the tribe members but also the migrants, brokers who got in to facilitate deals, and also the enterprising leaders of the tribe)”, said Ingay.
The official bared that the soonest that the team can establish these information and facts, they will immediately file cases against perpetrators such as unlawful intrusion against migrants and estafa case against enterprising leaders.
The NCIP advisory released in 2020 highlights the indigenous concept of ownership that ancestral domain and all resources found therein shall serve as the material bases of the cultural integrity. The ancestral domains are the IP’s private but community property which belongs to all generation and therefore cannot be sold, disposed or destroys.
The said advisory also cited for local chief executive (LCEs), barangay LCEs, barangay legislative councils, and realtors to refrain from facilitating, dealing, and negotiating transactions involving transfer and sale of portion of the ancestral domain.
Ingay shared that the NCIP has also met with the IP Mandatory Representatives (IPMR) to sponsor resolutions in their respective Sangguniang Panlalawigan for wide publicity and dissemination of this advisory. (PIA XI/Frances Mae Macapagat)
