Mt. Province CTFs convene to set unified GCQ local guidelines

BONTOC, Mountain Province-- In the province’s aim to come up with a set unified guidelines for all municipalities in the province for the next phase of community quarantine from May 16 to 31, 2020, the Provincial COVID-19 Task Force (PCTF) met with the League of Municipalities-Mountain Province Chapter (LMP-MP) on May 15   at the Mountain Province Disaster Operations Center.

The same group met last May 3 for the crafting a common issuance as the province transitioned from Enhanced Community Quarantine to General Community Quarantine.  Gov. Bonifacio Lacwasan eventually issues Executive Order (EO) No. 17-A, for the guidance of all LGUs in the province. 

The Inter-Agency Task Force for Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 35 has placed effective May 16   certain areas   from ECQ to GCQ while other provinces will continue to be under GCQ. Mountain Province remains under GCQ until May 31, 2020.

The LMP-MP composed of the municipal local chief executives (MLCEs) who are also chairpersons of their respective municipal COVID-19 task forces sought audience with the PCTF as more movement of people across borders is expected, particularly of those who have been stranded in various places in the country – the Locally Stranded Individuals (LSIs) and Overseas Filipino Workers who have been repatriated but had to be quarantined elsewhere.

For some municipalities, the exodus of people has already started.

It can be recalled that the mayors earlier agreed not to allow entry of stranded individuals    until after May 15, and subject to   certain guidelines.

The LMP-MP claimed that, EO 17-A is already good as it stipulated a more organized management of cargoes in the province. However, the body said that there is a need to discuss on the latest issuances and to delineate tasks between the PCTF and the municipal CTFs for purposes of prioritization of concerns and for an efficient flow of action, coordination and referral system. This is also to have same interpretation or understanding of the issuances.

With the various inputs from the members of the PTCF and the LCEs, PCTF Chair Gov. Bonifacio C. Lacwasan, Jr. will soon be issuing an amended version EO No. 17-A taking into consideration some provisions of recent issuances from the higher authorities particularly NTF Against COVID-19 Order No. 2020-02 dated May 13, 2020 and IATF-EID Resolution No. 35. S. 2020 dated May 11, 2020 among others.

To date, Mountain Province is among the three provinces in the Cordillera Region and among the 21   COVID-19-free provinces in the country. (PGO-MP).
