SAP first tranche distribution nearly completed

DAVAO CITY, May 23 (PIA) - The Department of Social Welfare and Development XI (DSWD XI) Regional Director Grace Subong said there are only three remaining local government units (LGUs) in the region that are set to complete the first tranche distribution of the Social Amelioration Program (SAP).

"These are Davao City, Panabo City, and Santo Tomas,” Subong said during her guesting at theOne Davao on COVID 19 Virtual Presser. She estimates the completion on the distribution in these LGUs will be accomplished this week.

The DSWD-XI Regional Director reported a 97.31% over-all accomplishment in the distribution of the SAP subsidy. Subong said that 99.36% of its target 4Ps beneficiaries have already received the subsidy while 96.27% of its non-4Ps beneficiaries have already been reached out and given the P6,000 SAP subsidy on its first tranche.

Panabo City recorded 99.69% and it has scheduled to reach out and serve 77 remaining families; Santo Tomas has 3,923 unserved families; while Davao City is set to complete the distribution to 21,000 unserved families.

Subong explained that SAP beneficiaries in Davao City opted to return the P6,000 subsidy upon learning that they are also beneficiaries of the  LGU-initiated TUPAD program.

Fearing duplication on subsidies received from the government, Subong assumed that many of the TUPAD beneficiaries opted to receive the latter instead of the SAP.

Vacated slots are then given to waitlisted or left-out beneficiaries in certain areas such as Paquibato District, Baguio District, and Marilog, the DSWD official said.

Some qualified beneficiaries included in the list were also disqualified during the actual payout when co-beneficiaries complained and expressed that said families should not be part of the list for failing in the qualifications set by the DSWD.

Subong admitted that upon house to house validation, the DSWD disqualified some families from receiving the SAP subsidy.

The DSWD and all other government offices involved in the distribution of the SAP had difficulty on its first tranche because of the absence of a database. Barangay officials relied on the information provided by the families interviewed before the identification of SAP beneficiaries. Subong admitted that there are really individuals who did not provide  the right information which led to a contaminated list.

In Santo Tomas, Davao del Norte, a delay in the distribution was observed due to the grievances received and considered by the LGU which resulted for strict re-validation.

“ Prepared na unta ang LGU apan duna silay nadawat nga grievances. The LGU listened to these grievances and so they cleaned the list. This is the reason for the delay in payout,” Subong said.

Meanwhile, the DSWD assured that unserved families in these three remaining LGUs will be reached out within the week and completion on the distribution of the SAP subsidy will be accomplished.
