NCIP sends a strong statement on correcting historical injustices

QUEZON CITY, Oct. 18 (PIA) - The National Commission on Indigenous Peoples (NCIP) sends a strong statement of correcting historical injustices long suffered by the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs), pushing further for the recognition of 36 rights of the indigenous peoples from the four (4) bundles of rights enshrined in “The Indigenous Peoples Rights Act (IPRA) of 1997”, in which its fulfillment gained much urgency and traction under President Rodrigo Duterte and the current NCIP Chairperson Allen A. Capuyan.
 
As NCIP honors tha 2020 IP Month Celebration and the 23rd IPRA Commemoration in October, this gives an opportunity for a direct dialogue with the ICCs/IPs across the country, other government agencies, stakeholders, and international partners on the burning isssues and continuous challenges faced by our indigenous peoples.

The month-long celebration proceeds with a series of webinars on topics related to the four bundles of rights on ancestral domain/lands, self-governance and empowerment, social justice and human rights, and cultural integrity spread throughout the month.


It will end with the National Indigenous Peoples Thanksgiving Day and IP Month Culmination Program on October 29, 2020. which will include the “Ulat Katutubo” by the NCIP Chairperson on behalf of the Commission and the Regional Directors for the operational reports.


"Nais kong ibahagi ang mga isyu na hinaharap ng ating mga katutubo sa aking pagbisita sa 123 ancestral domain clusters sa total na 250-350 ancestral domains sa Mindanao. Ang mga ito ay:  patuloy na pagpatay ng ating mga IP leaders; kawalan ng farm-to-market roads, kakulangan ng edukasyon at scholarship; kakulangan ng suporta o pondo para sa Certificate of Ancestral Domain Title delineation; mga pagpasok sa Ancestral Domain ng mga negosyante at mga proyektong walang Free and Prior Informed Consent (FPIC); at talamak na bentahan ng mga lupa at pagkuha ng mga lupain ng mga migrante," stressed Capuyan.

Recently, NCIP Commissioners in a statement condemn the brutal killing of Hawudon Jumar Bucales, the Indigenous Peoples representative of Lianga in Surigao del Sur on 04 October 2020, the latest in the series of IP killings by the CPP/NPA/NDF.

Further in the same statement, NCIP recalls how Datu Jumar victoriously fought for the education of Indigenous Peoples -- the opening of two Department of Education schools that replaced the so-called "Lumad" or IP Schools of the Communist Party of the Philippines/New People's Army/National Democratic Front (CPP/NPA/NDF), the international NGO-funded Tribal Filipino Program in Surigao del Sur (TRIFPSS) and the Alternative Learning Center for Agricultural Development (ALCADEV).
