DAVAO City November 22 (PIA) - Davao City is now observing the general community quarantine which will be up until November 30 this year, as advised by the Inter-Agency Task Force headed by chief implementer Carlito Galvez, based on the meeting with the Regional IATF-COVID-19 two days ago.
On Friday (Nov. 20), Presidential Spokesperson Harry Roque announced the implementation of a GCQ in the city effective "immediately."
The local government of Davao City has declared that will abide with the recommendations of the IATF on stricter measures to control the surge of COVID-19.
Mayor Sara Duterte-Carpio said that under the GCQ the curfew in the city will be adjusted from 7:00 pm to 5:00 am to 9:00 pm to 4:00 am starting November 20, 2020.
Duterte-Carpio said there is no advisory yet on places to be placed under granular lockdown which is as good as declaring an enhanced community quarantine in a specific area or barangay where transmission and clustering of cases are happening. She said that currently there are 248 houses under lockdown.
“Occupants need to have five to seven days before swabbing can be made on them to determine if they are contaminated,” Duterte-Carpio said.
She said that under these circumstances, executive orders she issued against COVID-19 and all regulations penned by the national government on COVID-concerns must be followed.
Duterte-Carpio assured that the people can still ask the City Social Services and Development Office for their food needs with the observance of the general community quarantine.
She also clarified that home quarantine is never a policy of Davao City with the existence of many temporary treatment and monitoring facilities.
Duterte-Carpio said that it has been a local policy of the city as per advised by health authorities that positive ones are taken in and their houses are placed under quarantine.
She stressed that in the recent meeting with the IATF, it was narrated that that home quarantine happened and no one corrected the notion.
“In truth, home quarantine is never a policy for positive cases of the city. I relied that the Department of Health XI would correct the notion but they never did,” Duterte-Carpio said.
Duterte-Carpio bared that the city government gives out tent for the holding area for isolation facility and isolation area to address the bottleneck of patients.
She said the Department of Public Works and Highways provides container vans as additional isolation area, while the city government will provide tents courtesy of the Aboitiz Corporation.
Duterte-Carpio said she is still waiting for advisory from the service provider if they will have QR code scanning by November 23.
However, she said that the QR code is sure to be implemented on November 23.
Duterte-Carpio also clarified there is no discussion yet on the resumption of telemedicine.
She stressed there is a need that health authorities have to explain the veracity of the COVID-19 disease so that everyone will heed to the call to abide with the health protocols.
Duterte-Carpio said the Land Transportation Office XI must act on this report immediately that taxi drivers do not adhere to health protocols like wearing of masks. She said the LTO XI may organize a seminar for taxi drivers and operators on COVID-19.
Duterte-Carpio explained that the implementation of the food and medicine pass is now under the control and implementation of the 19th City Council where they are currently discussing on its implementation with the 182 barangay chairs in the city.
She said that the 19th City Council mulls of changing the FM pass using the technology.
The Roxas Night Market is now closed.
Duterte-Carpio said all security personnel assigned at the market are reassigned at the checkpoints.
There is a need to impose all guidelines to people regarding COVID-19.
Mayor Duterte-Carpio said under the MGCQ, people were left to self-regulate but sadly, they could hardly be relied on.
