Nov.13 is a public holiday in Pangasinan

SAN CARLOS CITY, Pangasinan—Today, November  13, is declared a special public holiday in the province of Pangasinan to commemorate the birth anniversary of the late Speaker Eugenio Padlan Perez.

 


This holiday is observed by virtue of  Republic Act No. 6721 entitled “An Act Declaring November Thirteen Of Each Year A Special Public Holiday in the Province of Pangasinan”.

 


Governor Amado Espino III said the declaration of a holiday is an opportunity to honor the late Speaker Eugenio Padlan Perez who has done so much for the province.

 


RA 6721, signed by former President Corazon C. Aquino, took effect on March 20, 1989.

 


Speaker Perez was born on November 13, 1896 in San Carlos City. He first entered politics in 1926 when he was elected to the municipal council.

 


He was the first Pangasinense to become Speaker of the Philippine Legislature. He served as Speaker of the House of Representatives  from 1946-1953. As a legislator, he has contributed in the passage of the Bell Trade Act and Party Rights Amendment to the Constitution.

 


A bust memorial of Perez can be found at the San Carlos City plaza, his hometown.

 


Incidentally, this year, November 13, is also a day-off for Pangasinense employees after Malacanang declared a suspension of classes and work in government offices for the regions affected by Typhoon Ulysses. (JCR/VHS/ PIA-Pangasinan)
