NAPC, Bohol sign MOA supporting Sambayanihan Program

TAGBILARAN CITY, Dec. 15 (PIA) -- The National Anti-Poverty Commission (NAPC) and the Provincial Government of Bohol signed a memorandum of agreement in support of NAPC’s Sambayanihan Serbisyong Sambayanan (3S) Program on Monday, December 14, 2020.

Bohol Gov. Arthur Yap and NAPC Secretary and Lead Convenor Atty. Noel Felongco signed the MOA that will further address the conditions that indicate poverty during the inter-agency meeting between NAPC and the province of Bohol held at the Bohol Provincial Capitol Social Hall.

The Sambayanihan Serbisyong Sambayanan is a strategic program of NAPC that aims to reduce poverty incidence from 21.6 percent in 21015 to 14 percent by 2022, equivalent to lifting about 6 million Filipinos out of poverty.

It also has components providing informal settler families and urban poor with basic services and access to climate-responsive dwelling, livelihood, and employment.

The 3S also has approaches to developing innovative infrastructure and financing mechanisms for the rural poor.

Other components will strengthen rural-urban agro-economic value chains, secure the health and general well-being of the poor communities, and enhance food security.

Initial NAPC target in Bohol involves towns in the 2nd and 3rd Districts where poverty incidence is high, as also verified by other competent agencies' data.

Sambayanihan targets 14 basic sectors - farmers, fishermen, indigenous people, urban poor, teens, women, persons with disability, informal workers, formal workers, cooperatives, NGOs, youth and students, and victims of disasters and calamities.

"Dako kaayo among pasalamat, ilabi na kang Gov. Yap, kay first time in the history of the country nga ang NAPC duna nay office sa usa ka probinsya, ug diri na nahitabo sa probinsya sa Bohol (We are deeply thankful especially to Gov. Yap because first time in the history of the country that NAPC has an office in a province, and this is in Bohol)," Felongco added.

On the same day, the office of NAPC in Bohol was officially opened at the Old Provincial Capitol Building in Tagbilaran City.

Yap and Felongco led the ribbon cutting together with Tagbilaran City Mayor John Geesnell Yap and board members Vierna Mae Boniel-Maglasang and Donald Sevilla.

NAPC is a government agency that coordinates poverty reduction programs by national and local governments and ensures that marginalized sectors participate in government decision-making processes.

It was created by virtue of Republic Act (RA) 8425, otherwise known as the “Social Reform and Poverty Alleviation Act,” which took effect on June 30, 1998. (ecb/PIA7-Bohol)
