IATF approves GCQ on DavOr town

DAVAO ORIENTAL, Jan. 29  (PIA) --  The provincial government of Davao Oriental has gotten the approval of the national inter-agency task force on  COVID-19 (IATF) in placing the Municipality of Lupon under the General Community Quarantine (GCQ) status due to  rising positive cases of COVID-19

In the Network Briefing with Secretary Martin Andanar of the Presidential Communication Operations Office (PCOO),  Davao Oriental Provincial Governor Nelson Dayanghirang said “we have requested the national task force to place under GCQ  the Municipality of Lupon.”

Lupon Municipal Mayor Erlinda D. Lim signed on January 28 Executive Order No. 02 series of 2021 placing the entire town under GCQ “adopting the GCQ provisions of Provincial Executive Order No. 17 issued by Provincial Governor Dayanghirang”.

Lupon has to look back at EO 17 signed by Governor Dayanghirang on April 27, 2020 when the Governor placed the entire province at GCQ from MGCQ following the classification of the National IATF last year.

During the Network Briefing, Dayanghirang explained that he would  rather decide for a selective imposition  of GCQ of areas with high uptick  in positive cases of COVID-19  to prevent a slowdown  of economic activities, adversely affecting  people’s livelihood.  

“Ang point ko dito is maging selective tayo. Kung saan ang lugar kung saan tumaas ang kaso yon ang  dapat isailalim natin under sa  GCQ.  (My point here is we have to be selective. Only the place of considerable rise in cases of COVID-19 would be placed under GCQ.),” he said.

Meanwhile, Mayor Lim primarily based her Executive Order NO. 02 S, 2021 on the Resolution No. 01 series of 2021 approved on January 27, 2021 by the Regional Interagency Task Force for the Management of  Emerging Infectious Diseases, “providing concurrence to the placing of the Municipality of Lupon under General Community Quarantine”.

Instead of following  the  RITF GCQ provisionary period from January 28, 2021 to February 10, 2021,  Lim sets  the GCQ period to run from midnight of January 29 to  midnight of February 13. 

In lieu of the usual home quarantine pass, Mayor Lim mandates the use of “access pass” for her constituents to use in going out to buy home essentials.

Lim has also organized Enforcement Task Force to “strictly implement” the standard health protocols within the GCQ period.  (Jeanevive Duron Abangan, PIA XI)
