NAGA CITY, Feb. 25 (PIA) – Aimed at disseminating its thrust to emphasize road safety to the populace, the Land Transportation Office (LTO) – Bicol conducted a road safety information and education campaign, Wed., Feb. 17 at Villa Caceres Hotel, here.
Dubbed as “Kaligtasan sa Kalsada (KSK) Information and Education Campaign,” the event was attended by members of the tri-media and City Councilors Jose Perez, Atty. Salvador Del Castillo, Elmer Baldemoro, Jessie Albeus, Joselito del Rosario, Antonio Beltran, and Kylie Tripulca.
“It’s an information drive on road safety, and we are trying our best, locally to inform the people,” LTO V Regional Director, Francisco P. Ranches, Jr. said.
“Pag pinag-usapan natin ang kaligtasan sa kalsada, papasok na lahat dyan. Pwedeng pag-usapan na ang PMVIC, pwedeng pag-usapan yung new license law, yung merit system, at pwede din pag-usapan yung child safety – although it’s already suspended, at yung mga iba’t ibang bagay pa rin (When we talk of road safety, it encompasses all. One can discuss the PMVIC, the new license law, the merit system, and even the child safety – although it’s already suspended), Ranches added.
Ranches said that the mandate of LTO is very simple, and that is – road safety. It has three (3) main functions: Licensing, Registration and Enforcement, however, it becomes complicated in its implementation.
“We want to have quality drivers, so we give license to qualified drivers. We register road-worthy vehicles, and we enforce traffic laws. But, it’s not that easy. It’s easy to handle the work, but there are complications along the way which the people, sometimes do not understand,” he lamented.

The campaign includes an orientation and introduction to PMVIC (Private Motor Vehicle Inspection Center) as discussed by Glenn A. Mancera, Chief of Operations; and an orientation on R.A.10930 – an Act Rationalizing and Strengthening the Policy regarding Driver’s License which was discussed by Atty. Eleaza Marie P. Encisa.
Due to the latest controversy on the PMVIC, Mancera stressed that the Association of PMVIC Owners agreed to the call of the President and DoTr Sec. Arthur Tugade to lower down its rates, and heed the call of the President that the PMVIC is no longer mandatory, but instead, optional.
Ranches is hopeful that thru this information and education campaign, they will be able to reach out to those who are using motor vehicles, and achieve road safety.
The campaign started in Daet, Camarines Norte, and LTO Region V hopes to bring the said activity to Albay, Legazpi City, Sorsogon and the two island provinces of Bicol soon. (PIA5/Camarines Sur)
