Biliran guv wants strict implementation of COVID-19 minimum public health standards

NAVAL, Biliran, March 6 (PIA) -- With easing up of the entry and exit protocols in the province in compliance with NIATF Resolution No. 101, Biliran Governor Rogelio J. Espina strongly recommended the strict implementation of the Covid-19 minimum public health standard (MPHS) down to the barangay level.

Governor Espina made the call in a Provincial Inter-Agency Task Force (PIATF) meeting on March 2 with Vice Governor BrigidoCaneja III, Board Members Edgar Igano, Carlos Chan, Allan Paul Tubis and Jerome Arcenal, municipal mayors, municipal health officers (MHOs), municipal local government operations officers (MLGOOs), municipal disaster risk reduction and management officers (MDRRMOs), heads of concerned national government agencies and key members of the PIATF.

“Naoobserbahan ko na medyo hinde mahigpit and implementasyon at pagsunod ng minimum public health standards, lalo na sa mga barangay,” Espina said.

The provincial local chief executive aired his disgust over the report that most of the people in the barangay do not even wear face masks, the very basic protection against Covid-19 virus infection.

Governor Espina encouraged the members of the SangguniangPanlalawigan present during the meeting to enact a provincial ordinance that would address this current situation with the easing up of entry and exit in the province.

He even told the SP members to put stricter sanctions and penalties to the ordinance to barangay and municipal officials who are not strictly implementing the COVID-19 MPHS in their respective localities.

Atty. Edgar Igano, SP chairman of the committee on health, informed that the SP has already passed Provincial Ordinance No. 08 series of 2020 establishing the new normal for the workplace and public places as protective and precautionary measures to prevent or contain the transmission of Covid-19 in the province.

However, Igano added that they will amend the ordinance in compliance with the pronouncement of the governor during the PIATF meeting, to impose administrative sanctions on local government officials who are not strictly implementing the MPHS, and to add other provisions which would suit the present situation.
