CALOOCAN CITY, March 6 (PIA) -- The Caloocan City Government has declared March 15 as Frontliners' Day to pay tribute to healthcare and frontline workers and their "sacrifices" made amid the COVID-19 pandemic.
This, after the City Council passed last Wednesday, "An Ordinance Declaring March 15, 2021 and Every Year Thereafter as Caloocan City Frontliners Day Providing Funds Therefore and for Other Purposes." All the14 councilors present during the city council regular session voted for in favor of the measure.
“This ordinance bestows honor to our frontliners here in the city whose sacrifices, even putting their very own lives on the line, have been saving lives and giving hope to COVID-19 patients, especially during the enhanced community quarantine period,” City Councilor Orvince Howard A. Hernandez, its principal author, told the PIA-NCR.
The ordinance was also co-authored by Councilor Vincent Ryan R. Malapitan (1st District) and Majority Floor Leader Edgardo N. Aurelo.
“Bilang principal author, ako po ay lubos na nagpapasalamat sa aking mga kasamahang konsehal. Salamat din sa ating butihing Mayor Oscar “Oca” Malapitan na nagbigay ng suporta sa panukalang ito,” Hernandez added.
Under the ordinance, the City of Caloocan will celebrate the “Caloocan City Frontliners Day” every 15th day of March starting this year.
Under the ordinance, considered frontliners are:
* Doctors, nurses, hospital staff
* Pharmacists, drug store attendants
* Barangay officials and employees, health workers, social workers, and tanods
* Police and military personnel, security guards, traffic enforcers
* Supermarket store staff, market vendors, food establishments and services
* Motorcycle delivery riders
* City government officials and employees
* Emergency response personnel
* Employees and staffs in hotel establishments that were used as isolation
quarantine facilities
* Bank tellers, managers, and employees
* Media personnel
* Waste and garbage collectors
* Others who are similarly situated delivering essential services and performing necessary work.
“They are ‘pandemic heroes.’ This pandemic will definitely end, but their heroism will and should remain in our hearts,” he said.
Under the ordinance, a program committee will be organized to be composed of representatives from Sangguniang Kabataan (SK) Federation of Caloocan City, City Health Department, City Disaster Risk Reduction and Management Office, Cultural Affairs and Tourism Office, Business Permit and Licensing Office, Barangay Secretariat, and City Youth Development Office.
The committee will plan, prepare, implement and direct any and all activities in connection with the frontliners day celebration. This committee will be headed by a chairperson to be appointed by the city mayor.
The funds needed for the celebration will be taken from the available funds of the SK Federation, or from the city’s general fund not otherwise appropriated, subject to government accounting and auditing rules.
“Ang ordinansang ito ay bilang pagkilala, pagpupugay, at parangal ng lokal na pamahalaan ng Lungsod ng Caloocan at ng lahat ng mamamayan ng siyudad sa kabayanihan ng mga frontliners dito sa atin,” Hernandez said. (PIA NCR)
