CITY OF TABUK, Kalinga, March 13 (PIA) - - More than three hundred beneficiaries from four municipalities affected by the pandemic received capital assistance of Php15,000.00 each under the Livelihood Assistance Grant (LAG) of the Department of Social Welfare and Development this first quarter of 2021.
Ninety micro-enterprisers from Pasil and 83 from Pinukpuk received the asistance druring the March 11 distribution. Another batch including 52 beneficiaries from Balbalan and 109 from Lubuagan received assistance on March 12.
The P5-million total funding under Bayanihan 2 is for 334 beneficiaries from Kalinga including recipients from 12 conflict-affected barangays in the province.
The LAG is a form of financial assistance granted to eligible families whose livelihoods were affected by the implementation of the community quarantine.
Dr. Carol Agyao Mangaoang who represented the Congressman Jessie Allen Mangaoang during the distribution ceremony on March 11, encouraged beneficiaries to sustain their respective livelihood in order to earn a living this pandemic and through the years.
"This maybe a little help from government but if you put sweat and dedication on it, am sure those small enterprises will prosper," she said as she asked the Social Welfare and Development team to closely monitor the progress of these projects to ensure that every centavo rolls to earn profit.
Raymunda Inciong, a weaver from Poblacion Lubuagan is grateful she was given capital assistance to buy more thread to increase her production from her native weaving livelihood and to enhance the design of her woven products.
A single parent, Inciong has “ipitan”, “balliga”, “paoy” (rono stick) among other weaving props as her self-provided capital resource. “Narigat agbiruk ti capital, sunga pirmi ragsak ko iti daytoy nga tulong ti gobyerno ta adda igatang ko sinulid ken mapapintas ko met ti disenyo ti laga’k,” quipped Inciong.
“Made to order amin nga gumatang ti lakuk, wholesale buyer da. Tatta ta adda paggapuwan nayun biruk ko, sapay kuma ta maka-graduate jay naudi nga anak ko,” said Inciong who has five children.
Theodoro Magellan of Uma, a conflict-affected barangay also in Lubuagan, will use his Php15,000.00 capital to buy grocery goods for his sari-sari store. “Istay chiyoy, dakkel nga tulong kenyami nga marigrigat, ta nu adda maganansiyami ket igatang mi met ti makan,”(This is a big help for us who are poor; if we have profit we use it to food) he said.
Ollasag Aben Bayangan, senior citizen beneficiary from Pasil, said he will use the money to raise ducks.
“Adda 20 nga upa ken dua nga barako, paaduwek dagitoy. Inyaramidak isudan ti balay da, ken gumatangak ti feeds da. Nu adda malakuk, usaren tun jy anak ko ti panag eskwela na”, (I have 20 female and 2 male ducks and I made them a duckhouse. I can now buy feeds. If I sell them, the money will be used for the schooling of my child) he said.
Marilou Batoon, a 68 years old grandmother from Dangtalan, also of Pasil, will use the assistance for her donut making enterprise. “Napigsa-ak pay met sunga aglutowak ti do-nut ta ilakuk tanu adda igatang mausar ti balay ken usaren jy apuk ti eskwela na,” (I am still strong so I still cook donut which I sell so hat we have money to buy our needs at home and for the education of my grandchild) she said.
In December of last year, 171 eligible proponents in conflict vulnerable/affected barangays of Tabuk City (65 beneficiaries), Rizal (45), Lubuagan (31), and Tinglayan (30) received the same LAG assistance. (JDP/PAB-PIA CAR, Kalinga)
