CORTES, Bohol, March 25 (PIA) -- The Police Regional Police Office in Central Visayas has recorded a 40.18 percent decrease in crimes in all four provinces in the region, starting from the period when Enhanced Community Quarantine (ECQ) was implemented against the spread of the coronavirus disease (COVID).
In the same period of 259 days prior to the implementation of the ECQ - or from July 2 to March 16, 2020 - the region recorded a total crime incidence of 29,060.
This dropped to nearly half with 19,518 crime cases logged during the 259 days under the ECQ, reported Police Lt. Col. Glenn D. Mayam.
Mayam, who sits as the Regional Chief for Operations and Management, presented to the Regional Peace and Order Council during its online meeting in December 2020 the significant crime drop, which also saw a decrease on the Peace and Order Index (POI) and Public Safety Index (PSI).
POI refers to the totality of Index and Non-Index Crimes and this reflects the peace and order situation of a locality, while the PSI accounts to the totality of the vehicular incidents and other quasi-offenses punishable under the Revised Penal Code.
“In a comparative view, the POI has decreased by 28.7 percent, recording 20,868 cases while Public Safety Index also decreased by 57.6 percent or 11,132 cases lesser than the previous period,” Mayam told the council members composed of regional heads of government agencies, local chief executives, private sector representatives and non-government organization heads.
“Majority of cases under POI are categorized under Non-Index which includes all police-initiated operations. Meanwhile, Index Crimes or Focus Crimes have decreased by 59.1 percent or 4,683 cases lesser,” he added.
The period which saw the police setting up quarantine control points and bolstering their presence on the streets has worked for their active and passive crime-busting activities.
He noted that the combined efforts of the regional police and its provincial and municipal stations contributed to the same decrease in the number of all types of eight focus crimes, with the biggest drop seen in crimes against properties.
Most notable decreases are noted in theft which totaled to 3,614 across the region from July 2 to March 16, but dropped to 994 cases during the ECQ period or a 72.5 percent decrease.
Physical injuries across the region reached 1,760 during the pre-ECQ period and went down to 1,060 from March 17 to November or an estimated 30 percent reduction.
Robbery, which registered 1,178 cases in the pre-ECQ period, dipped to 279 cases or a reduction of 76.3 percent.
The overall regional accomplishment also affected the overall Regional Crime Clearance Efficiency (CCE) of the eight Focus Crimes, which according to Mayam, went up at 90.65 percent, while the Crime Solution Efficiency (CSE) also went up 72.61 percent from a lower solution efficiency from July to March 15 of last year.
In Bohol at that time, from 62.39 percent CCE during the pre-ECQ period, its CCE went up to 70.48 percent while its CSE also notably increased from 72.96 percent to 87.10 percent.
This means that of the 10 crime cases elevated for police investigations, six crime cases are declared cleared with suspects identified and located, and police are still building up a strong case.
This went up to seven out of 10 cases cleared prior to the ECQ, while from seven cases cleared during the ECQ, the Bohol Police Provincial Office accomplished better from seven cases solved to almost nine cases solved in the ECQ period. (rahc/PIA-7/Bohol)
