PILI, CAMARINES SUR (PIA) – Effective March 26 (Friday), all inbound passengers coming from other provinces outside of the region, will have to follow the new guidelines and protocols issued by Camarines Sur Governor Miguel “Migz” Villafuerte as a preventive measure to contain the spread of COVID-19 cases in the province.
Specifically stipulated in Executive Order No.04, series of 2021 in Sections 2 and 3, are the documentary requirements for inbound passengers who will pass at the Del Gallego border and travelers who will arrive at the airport respectively.
“Based from the DOH data, the country has surpassed the peak of COVID-19 infections recorded in August 2020. On Monday, March 22, the country has recorded 8,019 cases more and most cases were traced in Metro Manila and Region 4A with the National Capital Region as the epicenter,” the governor stated.
Upon entry at the border and airport, all passengers are required to present valid ID, preferably containing their residence address, medical or health certificate bearing a negative result for COVID-19 thru RT-PCR test. This test should be conducted 2 days or 48 hours from date of arrival in the province.
Authorized Persons Outside of Residence or APORs from national government agencies and their attached agencies also need to present necessary documents to be granted entry to the border. These include Identification Card (ID), travel order and travel itinerary.
Border Control
At the border control in Del Gallego, PNP personnel on duty, assisted by the provincial government frontliners are directed to conduct necessary inspection procedures to ensure compliance of the inbound passengers to the aforementioned protocols.
Stated in Section 2b of EO No.04, that all incoming passengers shall be assessed and their temperature shall be taken. Those who are exhibiting symptoms and/or tested positive if the antigen test is taken, shall undergo a mandatory 14-day quarantine.
The names of residents who tested positive or exhibited COVID-19 symptoms at the border will be relayed to their respective LGU destination for proper monitoring to ensure that they will not be able to mingle and infect their community.
Any returning residents monitored to have exhibited these symptoms must immediately be isolated and quarantined to a designated quarantine facility for 14-days.
All Barangay Health Emergency Response Teams (BHERTs) are also instructed to strictly and closely monitor all returning residents in their respective area of responsibility and the same shall be reported to the Municipal/City Epidemiology and Surveillance Unit (MESU/CESU) who must also report the same to the Provincial Incident Management Team (PIMT).
Since the implementation of EO No.1 on March 2, most of the incoming travelers who were positive for COVID-19 were tested at the border.
In the morning of March 26, 9 passengers bound to Camarines Sur tested positive for COVID-19 after being tested at the Del Gallego border. They were immediately quarantined and were not able to mingle or interact with the community.
Inter-province passengers are not required to present RT-PCR result.
Airport Protocols
Airlines with flight to Camarines Sur shall require all their passengers to present valid Medical Certificate showing a negative RT-PCR test result before boarding.
Section 3b of the said EO also stipulates that all passengers arriving at the airport shall be required to undergo routinary check up or assessment before they can go out of the airport.
Despite their RT-PCR negative test results, those travelers who are found exhibiting symptoms of COVID-19 shall be immediately isolated and shall undergo the mandatory 14-day quarantine at the designated quarantine facility.
RDT or Antigen Testing, under any circumstances shall be conducted by the PIMT or provincial government frontliners to passengers coming to the province, if deemed necessary upon assessment.
EO No. 04 was issued and signed by Gov. Villafuerte on March 22 as one of the precautionary measures to deter the spread of the virus in the province. (PIA5/Camarines Sur)
