Bohol proposes P.5-B funds for ELCAC projects in 19 brgys

CORTES, Bohol, April 3 (PIA) -- Bohol has proposed some P524,915,000 worth of programs, activities, and projects that would help end local communist armed conflict (ELCAC) and lead to community empowerment to discourage local communist resurgence in their areas.

In Bohol, local authorities have identified for 2021 a total of 19 target barangays in Antequera, Calape, Clarin, Inabanga, Maribojoc and Sagbayan, based on the report shared during the recent Regional Peace and Order Council online meeting. 

For Antequera, the two target barangays have proposed seven programs, projects and activities amounting to P40-M.

BFAR TO BE NEAR.  BFAR, which is among the national government agencies pooling funds for community development, meets with fisherfoks to discuss potential projects that would deal with sustainable use of resources leading to better economic lives for the community. (PIA) 

For Calape, its lone target barangay had its leaders and constituents identifying five proposed projects for P20-M, while Clarin, which has three target barangays, had picked six proposed projects for a total funding requirement reaching P60-M.

Inabanga, which has the most number of target barangays at nine, have identified a total of 60 projects and programs worth P324,915,000.

On the other hand, Maribojoc has one target barangay with two proposed projects at P60-M, while Sagbayan which has three target barangays, have proposed 10 projects for a total funding of P60-M.

Wth the "whole of nation" approach mandated under Executive Order No. 70, these list of priority programs, activities, and projects (PAPs) are proposed for funding by the National Task Force-ELCAC and sent through the Cabinet Officer for Regional Development and Security, Sec. Michael Lloyd Dino.

These would be for funding support and/or inclusion in the FY 2022 Budget, explained Bohol Interior and Local Government Provincial Director Jerome Gonzales.

Also pooling in their funds are national government agencies like the Armed Forces of the Philippines, Philippine National Police, Department of Social Welfare and Development, Department of Education, Department of Public Works and Highways, National Irrigation Administration, Department of Energy, Department of Trade and Industry, Technical Education and Skills Development Authority, Department of Agriculture, Department of Environment and Natural Resources, Department of Agrarian Reform, Office of the Civil Defense, National Youth Commission, Philippine Charity Sweepstakes Office, National Housing Authority, Department of Tourism, Philippine Coconut Authority, Philippine Crop Insurance Corporation, Bureau of Fisheries and Aquatic Resources, and the Department of Budget and Management-Local Government Support Fund.

Other than these national government agencies, local government units (LGUs) also put in their counterpart development funds and the Support to Barangay Development Program as provided under Special Provision No. 4 of LGSF-SBDP.

The 2021 General Appropriations Act or RA No. 11518 has appropriated an amount of P16.44-B for the 822 barangays, or P20-M for each barangay.

These shall be exclusively used for the implementation of programs.

The fund shall be directly released to the implementing LGUs, which as stated in the Local Budget Circular 135-A amendment of LBC No. 135 is the Provincial or City Government where the barangays are situated. (rahc/PIA-7/Bohol)
